The movement “Soldier Smile”: Recorded in model units

– Selected by the Provincial Public Security Department as the model to implement the “Soldier Smile” movement, over the past two months, the Immigration Division of the Provincial Public Security Department has developed a plan, implemented and initially witnessed positive results, it has been recognized and appreciated by all levels, sectors and people.

The “Soldier Smile” movement was launched by the Provincial Public Security Department on May 6, 2021 and it selected a number of units as implementation models, including the Immigration Management Division. As soon as the selection, in May 2021, the Immigration Management Division developed a plan and launched the movement, setting out the action motto “5 greetings, 5 always” under the direction and guidance of the Provincial Public Security Department when meeting and working with organizations, individuals and colleagues. In which, “5 greetings” include hello, thank you, excuse, sorry, please let me help you; “5 always” includes: always smiling, always gentle, always listening and understanding, always helping, always respecting the law.

Colonel Nguyen Trung Thanh, Head of the Immigration Management Division said: “In order to effectively implement the plan, the unit has informed the policy and plan to implement the movement to professional teams, mass organizations and 100% soldiers and officials in the unit. Along with that, we regularly urge, check and supervise the implementation of this plan associated with professional tasks, other campaigns and emulation movements, identifying this as one of the important contents to evaluate staff for rewarding them every year”.

On that basis, professional teams, mass organizations of the unit, based on their functions and tasks, develop plans, actively advise the Party committee and leaders of the unit to organize activities to respond to the movement in a practical and effective manner. For example, the Women’s Union of the unit advised to build the model “Women members of the Immigration Management Division with smiles, for smiles”. Accordingly, when communicating with the people, each of them will express their dedication, properly address the people with polite attitude, humility and the willing to listen. At work, they would promote administrative procedure reform with three reduction goals including reducing time, reducing procedures, reducing costs for agencies, organizations, businesses and people…

Captain Ha Thi Thuy Duong, Immigration Management Team of Vietnamese citizens, Immigration Management Division shared: “While carrying out the assigned tasks, my colleagues and I often receive people and handle administrative import and export procedures at the headquarters and border gate area (for specialized drivers) at about 500 citizens per week. In the past, addressing and behaving was according to general regulations, since the “Soldier Smile” movement, I and my colleagues have always followed the motto “5 greeting, 5 always”. . For example, when I receive citizens, I often start with “hello”, “please let me help you”… and it has gradually become a habit in communication and daily life over the past 2 months.”

Like Captain Duong, through the movement, over the past time, the whole Immigration Management Division of the Provincial Public Security Department have promoted the implementation of the assigned political tasks. In the recent 2 months, the unit has organized mobile issuance of nearly 30,000 passports for specialized drivers at border gates. The responsibility for the work of the staff in the unit is always recognized and appreciated by the people. Especially, from June 2021 up to now, the unit has distributed 50 questionnaires to survey people’s and organizations’ satisfaction with the service of administrative procedures; consequently, 100% of those surveyed expressed their satisfaction at high level; The unit also received letters of commendation and many thanks from organizations and individuals inside and outside the province.

Mr. Nguyen Trong Cuong, living in Quang Thinh ward, Thanh Hoa city, Thanh Hoa province – a specialized driver at Huu Nghi International Border Gate said: “Every time I apply for issuing a passport, I am guided by the officials of Immigration Management Division with their dedication and consideration. Especially, recently, when during the procedures, they always say “Hello, thank you, please let me help you…” which makes me feel respected. I am very pleased with those changes.”

It can be affirmed that, honored to be selected as the implementation model of the “Soldier Smile” movement, the Immigration Management Division, the Provincial Public Security Department initially implemented the contents, creating a shift in the awareness and actions of the entire officers, not only at work but also in social relationships and with their colleagues. Thereby, it contributes to creating a official, professional working style, and polite, civilized and friendly behavior in the force, contributing to beautify the image of a soldier of the people.
