Promote simplification of administrative procedures, creating favorable conditions for organizations and individuals

– In the 2017-2020 period, administrative agencies and units in the province have had many specific solutions to promote the review and simplification of administrative procedures. Thereby, gradually eliminating cumbersome administrative procedures, significantly cutting costs in implementing administrative procedures, creating favorable conditions for organizations and individuals.

As one of the departments and sectors that has performed well the simplification of administrative procedures, from 2017 to 2020, the Department of Industry and Trade had the Chairman of the Provincial People’s Committee to approve 2 simplifications of 22 administrative procedures in 11 fields. science and technology, oil and gas, tobacco, food safety, energy, etc.). This helps to save nearly 27 million VND in compliance costs in 1 year for organizations and individuals if administrative procedures are implemented.

Mr. Lieu Anh Minh, Deputy Director of the Department of Industry and Trade said: Immediately after the implementation of the Provincial Administrative Procedure Reform Project in 2020, in the last 2 years, the Department has issued an annual plan to review and evaluate administrative procedures. Thereby, selecting the cumbersome administrative procedures, proposed to the competent authorities to consider the simplification. The Department has also paid attention  to arranging civil servants in specialized departments and offices with sufficient capacity, qualifications and experience to carry out the review of administrative procedures.

At the district level, in recent years, the simplification of administrative procedures has also been focused and promoted. For example, Cao Loc District People’s Committee, from 2017 to 2020, directed specialized departments and People’s Committees of communes and townships to review 154 administrative procedures (100 administrative procedures at district level, 54 administrative procedures at commune level) and submit them to competent authorities for approval of the simplification plan. Thereby, the Chairman of the Provincial People’s Committee issued 3 decisions approving the simplification of 3 administrative procedures in the fields of education and training, justice, and internal affairs, saving nearly 700,000 VND/year for the implementer.

Not only the Department of Industry and Trade and Cao Loc district, over the past time, the simplification of administrative procedures has been promoted by the Provincial People’s Committee. In the period 2017-2020, the Chairman of the Provincial People’s Committee has issued 35 decisions approving the simplification plan for 156/239 administrative procedures at provincial, district and commune levels, saving nearly 540 million VND in administrative procedures compliance costs for organizations and individuals each year, reaching the rate of 11.64% (beyond the plan by 1.64%). In particular, focusing on simplifying administrative procedures with redundant documents, missing application forms, and long settlement deadlines… In which, some agencies and units simplified plans have been received by the central government to consider amending and supplementing regulations on administrative procedures.

To get the above positive results, every year, the Provincial People’s Committee has issued a plan to review and evaluate administrative procedures, which requires cutting at least 10% of administrative procedures compliance costs. In addition, the Provincial People’s Committee assigned the Office to urge specialized agencies under the Provincial People’s Committees, People’s Committees of districts and city to review and propose simplification of appropriate administrative procedures, focusing on simplifying redundant administrative procedures. Over the past 3 years, the Office of the Provincial People’s Committee has also organized 4 training courses for 360 turns of administrative center staff at provincial and district levels on simplifying operations.

The approved plans to simplify administrative procedures have contributed to improving the professionalism of State administrative agencies, minimizing the cost of implementing administrative procedures for the people. Ms. Hoang Thi Quyen, Ban Lanh village, Hoa Cu commune, Cao Loc district said “I have a need to authenticate my birth certificate to serve family affairs, so I went to the “one-stop” department of the People’s Committee of Hoa Cu commune to submit an application. When I came here, I found that the settlement time was very fast, the Justice and civil status officer enthusiastically guided, the fee was reasonable, so I was very satisfied.

With positive solutions, all levels of government in the province have been gradually making efforts to simplify administrative procedures, creating favorable conditions for organizations and people. Thereby, contributing to promoting administrative reform, improving people’s satisfaction.

“In the coming time, we will advise the Provincial People’s Committee to direct agencies and units to continue improving the quality of reviewing and evaluating administrative procedures right from the selection of administrative procedures, the field of administrative procedures, continue to propose and recommend applications simplify administrative procedures in the direction of minimizing costs and time for implementing administrative procedures. In the immediate future, in July 2021, we will advise the Provincial People’s Committee to organize a 3-level training conference on simplifying administrative procedures, contributing to improving professional skills for the team of key civil servants.”
