Holding the symposium on removing site clearance problems in October 2020

(LSO) – On October 29, 2020, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the symposium on removing site clearance problems for projects in the province in October.

In October 2020, the implementation of site clearance projects has changed positively compared to September. Through the review, Cao Loc, Chi Lang districts and Lang Son city have arising problems in the site clearance.

Specifically, there are three projects with arising problems in the city, including Hang Hui pond renovating and upgrading project, Tam Thanh ward; Phu Loc I, II urban area and 37-metre  road project; Nam Hoang Dong I urban area adjustment and expansion project. Cao Loc district has three projects facing problems, including the cargo transit area project; the project of Hop Thanh 1, 2 industrial clusters and Hop Thanh resettlement area; the project of a bus station, a passenger-cargo transshipment station, a gathering point for import and export goods inspection at Huu Nghi International Border Gate. Chi Lang district has arising problems related to the Bac Giang – Lang Son expressway project.

Mr. Ho Tien Thieu, Chairman of the Provincial People’s Committee, concluded the symposium.

In addition, Van Quan district reported and consulted the direction of the Provincial People’s Committee on asking for  the resettlement compensation and support mechanism to implement the project of Van Quan township – Pac Keo road and the solid waste recycling and treatment plant project in Na Chanh village, Trang Phai commune.

Discussing at the symposium, representatives of departments, agencies, the People’s Committees of districts focused on clarifying the legal basis, applying the law, then proposing the Provincial People’s Committee to allow the implementation of other supports for people building houses on public land but there are no other places to live in and households in extremely difficult circumstances; consolidating the contingent of cadres performing site clearance work in districts, the city and so on.

Concluding the symposium, the Chairman of the Provincial People’s Committee emphasized that in October 2020, problems in project site clearance in districts and the city are not big, all of them have been promptly removed by the Provincial People’s Committee, agreeing with the plan to remove problems, proposed by Department of Natural Resources and Environment. Time to implement projects in 2020 is not much, the People’s Committees of districts and the city need to focus on speeding up the progress of site clearance for projects, especially projects related to Phu Loc I, II, III urban area, and Phu Loc IV urban area,  Lang Son city.

Regarding problems in Nam Hoang Dong expanded urban area, the Chairman of the Provincial People’s Committee assigned Department of Natural Resources and Environment to review the entire project dossier and report to the Provincial People’s Committee to ask for the direction from the Standing Committee of the Provincial Party Committee for solutions.

Regarding the waste treatment plant project in Trang Phai commune, Van Quan district; the project of Van Quan township – Pac Keo road, the Chairman of the Provincial People’s Committee asked Van Quan District People’s Committee to hold dialogue and propaganda to households to make the people understand and comply with State regulations on land acquisition for project implementation.

For the project to renovate and upgrade the national road 4B, Department of Transportation and the Provincial Construction Investment Project Management Board were requested to speed up the progress of completing project documents so that the two districts: Cao Loc and Loc Binh will have enough conditions to carry out the site clearance.
