Accelerating site clearance and construction of key projects in Lang Son

– In the afternoon of July 7, a meeting was organized by the Provincial People’s Committee with the aim to discuss solutions for arising problems in ground clearance in June, evaluate the implementation of key projects in the second quarter of 2021, set up key tasks for the last 6 months of 2021. The meeting was chaired by Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee.

The report of the Department of Natural Resources and Environment showed that site clearance in all districts and the city of Lang Son has been completed on time. Through reviewing, 5 districts and the city of Lang Son are facing difficulties in site clearance in 13 projects, including: Lang Son city with 6 projects; Cao Loc  with 1 project; Chi Lang with 1 project; Binh Gia with 1 project; Loc Binh with 3 projects and Van Quan district with 1 project.

Instruction from the Provincial People’s Committee  should be provided for the following cases: the case of building houses on agricultural land but not being eligible for compensation for architectural objects; the cases related to the various land prices in different communes specified in the Prime Minister’s Decision No. 861 dated June 4, 2021 on approving the list of communes in Region III, Region II and Region I; the cases of using public land are not eligible for compensation and support.

Regarding the implementation of the key projects, by the end of the second quarter, 11 out of 21 key projects (including 6 projects using state budget capital and 15 projects using non-state budget capital) are behind schedule compared to the requirements. The projects behind schedule are mainly ones using non- state budget.

Regarding capital disbursement, the disbursement of key projects using state budget capital is very slow. So far, investors have only disbursed 194 billion VND, equivalent to 15.3% of the allocated capital plan. The reason for the slow disbursement existed some new projects started in the beginning of the year with low value of execution volume, and the main source of disbursement was for site clearance.

At the meeting, all delegates agreed with the proposals of the Department of Natural Resources and Environment to advise the Provincial People’s Committee on a plan to solve difficulties on site clearance in 6 projects in the city of Lang Son and districts of Cao Loc, Chi Lang and other support for housing construction and using public land.

For the remaining problems related to granting more resettlement land to households whose land has been recovered in Mai Pha resettlement area A project, the cases of building houses on agricultural land in Mai Pha urban area project, representatives of departments and branches requested the City People’s Committee to clarify the legality of land, identify assets on land, owners of land recovery, and review all records of the confiscated land to have a solution to ensure the compliance with the provisions of law.

Concluding the meeting, the Vice Chairman of the Provincial People’s Committee agreed with the solutions proposed by the Department of Natural Resources and Environment. Regarding the ground clearance problems of Mai Pha resettlement area A project, Mai Pha new urban area in Lang Son city, he assigned the City People’s Committee to clarify the origin of the land and review the recorded documents. All compensation dossiers will be reported to the Provincial People’s Committee for futher consideration and decision.

Regarding the regional changes in communes by area, the districts governments must continue to carry out compensation for site clearance according to the previous regulations.

Regarding the key projects, investors are asked to continue to coordinate with the People’s Committees of districts and Lang Son city to complete legal documents to expeditiously clear the ground and construct on schedule, especially projects using ODA capital in the construction of roads, the construction of domestic water supply and investment works in the form of public-private partnership.

Regarding projects using non-budget capital, members of the Steering Committee of key projects are asked to support investors to promote the planned project schedules.
