State budget revenue: Actively taking measures to increase revenue

– Entering 2021, despite many difficulties due to the influence of the Covid-19 pandemic and a number of challenging factors, with the drastic and flexible implementation of measures, through the first 6 months of 2021, the budget revenue in the province has achieved impressive results.

One of the most important highlights in budget revenue in the first 6 months of 2021 in the province is the revenue of import and export taxes.

Mr. Nguyen Huu Vuong, Deputy Director of the Provincial Customs Department said: “Due to the complicated developments of the Covid-19 pandemic and a number of new regulations in China’s border trade activities, goods import and export activities through the province faced many difficulties. During situation, the Customs Department has directed the customs force at the border gate to always accompany and support businesses, create favorable conditions for businesses to participate in import-export activities, implement solutions to create maximum favorable conditions for businesses participating in import-export activities; closely collaborate with relevant Chinese authorities to speed up customs clearance.”

Talking about supporting import-export businesses, Ms. Hoang Thi Thieu Hoa, Deputy Director of Tan Thanh Customs Sub-department said: “The Sub-department has established a team to advise and support import-export businesses. This group is responsible for guiding and supporting businesses to clear goods in the fastest way. This creates trust for the business community in import and export activities, thereby attracting more businesses to import and export goods through Tan Thanh border gate. Specifically, only in the first 6 months of 2021, there were more than 500 turns of enterprises carrying out import and export activities through the border gate, up nearly 200 turns compared to the same period in 2020. This helps the unit’s revenue has reached nearly 100% of the assigned estimate (nearly 100 billion VND) after only the first 5 months.”

Together with Tan Thanh Customs Sub-department, the Customs Sub-departments at other border gates in the province have also actively and drastically implemented many solutions to speed up goods clearance, create favorable conditions and attract more businesses, strengthen anti-smuggling and trade fraud. In the first 6 months of 2021, revenue from import-export activities in the province reached more than 4,000 billion VND, exceeding 15.9% of the estimate and increasing by 129.4% compared to the same period in 2020.

In the first 6 months of 2021, domestic revenue may not as considerable as the revenue from import-export activities, but it still achieved impressive results.

Mr. Nguyen Chien Thang, Deputy Director of the Provincial Tax Department said: “Right from the beginning of the year, the tax sector has actively reviewed revenue sources. Through the review and assessment, the sector focused on directing the collection of tax debt, land use, etc. To collect these revenues, the tax agencies have closely coordinated with relevant agencies in propagating, mobilizing, inviting businesses to work directly at the tax office. Thereby, the taxpayer has strictly complied with the obligation of tax debt payment. Through the first 6 months of 2021, tax debt revenue in the province is estimated at over 300 billion VND; Land use revenue is over 300 billion VND etc.”

In addition to focusing on debt and land use revenue, the tax sector continues to systematically deploy tax management solutions such as promoting digitalization in propaganda and supporting taxpayers; combating budget loss… With such solutions, in the first 6 months of 2021, the province’s total domestic revenue is estimated at 1,420 billion VND, reaching nearly 60% of the estimate and increasing by 9.7% compared to same period in 2020.

Thus, through the first 6 months of 2021, the total budget revenue in the province reached 5,423 billion VND, equaling 92.9% of the estimate and increasing by 78.3% compared to the same period in 2020. However, according to the assessment of functional sectors, the economic development situation in the last 6 months of 2021 will still face many difficulties and challenges because the Covid-19 pandemic is still complicated. Therefore, in order to comprehensively complete the task of budget revenue in 2021, the units have proposed many important and sustainable solutions.

Accordingly, one of the solutions that the provincial tax sector focuses on implementing is to closely monitoring the progress of budget revenue, evaluating and analyzing specifically each revenue area, each tax type, analyzing and clarifying the reason for the low revenues in order to promptly propose solutions, manage revenue in a timely manner to ensure that the revenue in the last 2 quarters of the year is close to the actual arising. Along with that, the unit will focus on reviewing and evaluating to advise and recommend to the competent authorities the solutions to urge timely revenue of potential revenue sources, areas and tax types with loss, such as: e-commerce, online business, new arising industries…

Regarding the Provincial Customs, besides continuing to implement solutions to prevent loss of revenue, one of the important solutions that the unit will focus on ensuring the continued increase in tax revenue from goods import and export activities is to coordinate with relevant departments and agencies to implement solutions to improve the business investment environment, improve customs clearance capacity at border gates, especially implement “digitalization” of. customs declaration of enterprises, thereby, helping to reduce the maximum costs for import-export enterprises, continue to create trust and attract more import-export enterprises to clear goods through the area, especially those operating in import and export goods with high tax rates.

With the achieved revenue results, as well as with the initiative in implementing revenue solutions, it is believed that the state budget revenue results for the whole year of 2021 will reach and exceed the estimate assigned by the central goverment from the begin of the year.
