Announcement of DDCI 2021

– On December 28, the Provincial People’s Committee held a conference to announce the results of the Department and District Competitiveness Index (DDCI) of Lang Son province in 2021.

Attending the conference were Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; the  leaders of departments, sectors, People’s Committees of districts and city and leader of Provincial Business Association.

According to the report of the consulting group researching and developing the DDCI in 2021, the group has distributed 6,127 questionnaires to enterprises, cooperatives and households then received 1,655 answers; the number of valid answers is 1,610 equivalent to 26.28% (the number of answers in 2020 accounted for 28.42%).

Notably, this is the first time the research team has assessed the interest of businesses in building the DDCI. Accordingly, business leaders directly responded to the survey, accounting for 66.37%; the answers from experts and accountants accounted for 23.03%; the answers from head of divisions, chief accountants accounted for 6.41% and those from employees on behalf of the business accounted for 4.19%.

Through the group’s research, it is found that the departments, commissions and sectors have 6/8 of the component indexes improved with the median score of 68.49 points (increasing 3.62 points compared to 2020). For the People’s Committees of districts and city, there is a strong rise, the median score reaches72.54 points (increasing 4.15 points compared to 2020); There are 9/11 districts and city with an increase in points compared to 2020.

As a result, for departments, commission, sectors, the Provincial Public Security had a spectacular breakthrough when topping the ranking (in 2020, the Provincial Police ranked 21 out of 23 departments, commission, sectors surveyed by businesses) with 78.43 points, up 21.16 points compared to 2020; the Provincial Social Insurance ranks the second and the Dong Dang-Lang Son Border Gate Economic Zone Management Board ranks the lowest.

Regarding the localities, Huu Lung district topped the ranking with 78.47 points, up 2 places compared to 2020; the second is Van Lang district with 77.24 points; At the bottom of the ranking is Binh Gia district with 68.15 points and Dinh Lap with 68.92 points.

Speaking at the conference, Chairman of the Provincial People’s Committee highly appreciated the cooperation between the Provincial Business Association and the consulting unit in developing the index as well as the cooperation in the evaluation of businesses in the development of the DDCI in 2021.

In order to improve the production and business environment of the province, he suggested that the departments, commissions, sectors, districts and city need to improve the competitive environment more synchronously according to the motto that the government accompanies businesses and citizens.

In particular, in 2022, the development of the COVID-19 pandemic is forecasted to continue to be complicated, departments, sectors and localities must continue to actively support businesses to remove difficulties in production and business; correct and strictly punish officers and civil servants who harass businesses and people in guiding and handling administrative procedures. Departments, commissions, sectors should have specific plans and solutions to drastically overcome low scores and improve the quality of high score indexes.

The Chairman of the Provincial People’s Committee assigned the Department of Planning and Investment to act as the focal point and coordinate with the Provincial Business Association to develop the DDCI in 2022.
