The Party Congress of Cao Loc District, term 2020-2025: Striving to build the district with a fast, comprehensive and sustainable development

(LSO) – On August 7, 2020, the Party Committee of Cao Loc district solemnly organized the 21^st Party Congress, term 2020 – 2025.

Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee attended and directed the Congress. Attending the Congress were Mrs. Doan Thi Hau, Standing Vice Chairwoman of the Provincial People’s Council; Standing Committee Members of the Provincial Party Committee, leaders of a number of departments and branches of the province.

In the 2015-2020 term, the district has achieved and exceeded 20/20 targets set by the Resolution of the 20th District Party Congress.

In particular, the district’s economy has grown well, the economic structure has shifted positively, promoting agricultural and forestry production in the direction of increasing value, forming economic zones associated with the characteristics of each region. The annual budget revenues have all met and exceeded the assigned targets. The new rural building program has been drastically and synchronously directed, the rural appearance has prospered, with 7 out of 20 communes meeting the new rural standards.

Progress has been made in the socio-cultural field, the quality of education has been improved, and social security has been ensured; The people’s physical and spiritual life continued to be improved; the average rate of poor households decreases 4.32% / year (from 27.8% in 2015 to 10.54% in 2019, exceeding the target assigned by the province). National defense and security have been strengthened, social order and safety have been ensured, national border sovereignty has been maintained, foreign relations are increasingly strengthened and developed.

Party building work and political system are focused. During the past term, the Party Committee has recruited 1,053 party members, 5.3% higher than the planned target.

The Congress has analyzed and evaluated the achieved results and limitations in the term 2015 – 2020. At the same time, the delegates discussed to find the  solutions to implementation of the targets in every field in the term 2020 – 2025.

Speaking at the Congress, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee praised the achievements that the Party Committee, government and people of ethnic minorities in Cao Loc district achieved in the past term.

He emphasized that the District Party Committee’s Executive Committee should continue to propagate and thoroughly raise awareness of the Party members and the people about the requirements and tasks in the new situation; properly assess the district’s current status, potentials and advantages, determine to innovate, strive to overcome difficulties and challenges, strive to rise, create a strong development step in the period from now to the year 2025.

Accordingly, the district should focus on mobilizing maximum resources to invest in socio-economic infrastructure, especially in disadvantaged and border areas; promote the program of one commune one product, synchronously and comprehensively implement solutions to build new rural areas, strive to make at least 5 more communes eligible to meet the standards of new rural areas and 2 advanced new rural communes. At the same time, it should  promote the advantages of Dong Dang – Lang Son border-gate economic zone to develop trade, services and tourism; comprehensively develop the fields of culture, society, education, health, and social security.

With the characteristics of a border district with border gates, the district need to pay special attention to the close association between economic development with national defense and security ensurance; to strengthen the party building and rectification, building a clean and strong political system in all aspects.

The delegates voted to approve the resolutions of the Congress

The Congress elected the Executive Committee of the District Party Committee, term 2020-2025. Mr. Le Tri Thuc, Secretary of the District Party Committee for the 2015-2020 term, was elected to hold the position of District Secretary for the 2020-2025 term.

The Congress also elected the delegation to attend the 17th Provincial Party Congress, term 2020 – 2025 and voted to approve the resolution of the congress.
