Leaders of the Provincial People’s Committee work with the delegation of Cao Bang Provincial People’s Committee

On the afternoon of February 28, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee worked with the delegation of Cao Bang Provincial People’s Committee on the investment project of Dong Dang (Lang Son) – Tra Linh (Cao Bang) expressway through Lang Son province. Attending the working session were Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee; leaders of a number of departments and sectors of the province; Leaders of People’s Committees of Trang Dinh and Van Lang districts.

On the working delegation of Cao Bang Provincial People’s Committee, there were Mr. Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of Cao Bang Provincial People’s Committee; Mr. Hoang Van Thach, Vice Chairman of Cao Bang Provincial People’s Committee; Representatives of leaders of a number of departments and sectors of the province.

The investment project to build the Dong Dang – Tra Linh expressway in the form of public-private partnership was approved by the Prime Minister in Decision No. 1212 dated August 10, 2020; Approving investment policy adjustments in Decision No. 20 dated January 16, 2023. On September 15, 2023, the People’s Committee of Cao Bang province issued Decision No. 1199 approving the investment project to build the Dong Dang – Tra Linh expressway in the form of public-private partnership PPP (phase 1).

According to the report at the working session, on November 27, 2023, Cao Bang Provincial People’s Committee approved the investor selection results; On January 1, 2024, the People’s Committee of Cao Bang province, the People’s Committee of Lang Son province, and a consortium of investors organized the project’s groundbreaking ceremony. The project implementation period is 36 months, calculated from the date of commencement.

Regarding the work of site clearance in Cao Bang province, up to now, the Site Clearance Council of Cao Bang province has handed over about 30 hectares to the project investor.

To ensure project implementation is on schedule, Cao Bang Provincial People’s Committee has directed the project preparation unit and investors to research design options to compare and select the optimal option according to Agreement on content between leaders of the 2 provinces’ People’s Committees at the working session on March 17, 2023. Accordingly, the representative of the project consulting unit presented three design options for the segment that bypasses Tham Luong dam and radar Station No.59.

Through analysis and evaluation, the People’s Committee of Cao Bang province proposed that the People’s Committee of Lang Son province consider and choose option 2. According to this option, the route length is about 6.89 km with the starting point starting from Km31+700, the route goes to the right downstream of Tham Luong dam, close to the foot of the mountain, avoiding the influence of the military radar station, then the route cuts through provincial road No.226, the final point of the plan ends at Km38+581.

At the working session, delegates focused on discussing, expressing opinions, analyzing and evaluating the advantages and disadvantages of design options, ensuring people’s livelihoods and long-term development orientation of the  localities affected by the project.

At the end of the working session, the leaders of the People’s Committees of the two provinces agreed to continue to direct the relevant units of the two provinces to coordinate closely with the consulting unit to carefully study the feasibility of the options. At the same time, it was agreed to directly conduct an actual survey in the project implementation area to select an appropriate plan before March 6, 2024. Concurrently noting that relevant agencies of the two provinces continue to coordinate with investors to actively take steps to serve project site clearance to ensure implementation progress and set project goals.

The Dong Dang – Tra Linh expressway project has a length of 93.35km, starting at the intersection of Tan Thanh Border Gate, Van Lang district, Lang Son province and ending at the intersection of National Highway 3 in Chi Thao commune, Quang Hoa district, Cao Bang province. Of which, the section through Lang Son province passing through Van Lang and Trang Dinh districts has a length of 51.08 km. Total investment in phase 1 is 14,331 billion VND, of which, Cao Bang Provincial People’s Committee proposes budget capital of about 9,800 billion VND, investors mobilizes more than 4,451 billion VND.
