Questioning the plan “Develop the system of grassroots cultural and sports institutions”

(LSO) – On August 19, the Committee of the Fatherland Front (Fatherland Front) of Lang Son province held a seminar “Draft plan to develop the system of grassroots cultural and sports institutions in Lang Son province in the period 2021 – 2025, towards 2030 ” with the aim to collect ideas on the draft plan.

The participants of the seminar were leaders and representatives of the Provincial People’s Committee, a number of departments, branches, socio-political organizations of the province, advisory councils of the Provincial Fatherland Front Committee; Fatherland Front Committees of  Chi Lang, Cao Loc districts.

The draft is built on the basis of the views, orientation and policies of the Party, the laws of the State and the locality.

According to the draft, the system of grassroots cultural and sport institutions includes cultural centers, community houses, libraries, museums, movie theaters, sports centers.

Over the past years, although all levels and branches of the province have paid great attention to invest in building, upgrade and renovate, the system of cultural and sports institutions in the province has not developed synchronously. In particular, the system of sports institutions at district  and commune levels still faces many difficulties and limitations, has not cultivated fully its effectiveness and its utility.

Therefore, the set – up targets of the project are to build a comprehensive and synchronous system of cultural and sport institutions of the province to 2025, towards 2030. In which, it is targeted that 100% provincial culture and sport institutions  are invested in construction and upgraded and 55% of institutions of culture, sports and communication centers, libraries at district level are completed meeting  prescribed standards by 2025.

At the meeting, delegates expressed a high agreement on the necessity of developing and implementing the plan. At the same time, they provided constructive comments on the contents as details as follows:  The plan  needed to add some legal documents on the basis of implementing the plan; the scope and object of the plan should be  more specific; medium-term investment plans should be in line with the 5-year plans of the Department of culture, sports and tourism . In particular, it is necessary to adjust the irrationality in land management for the construction of cultural and sports institutions districts and communes. There should not be forgotten that the highest goal of the plan is to improve the local people’s material and spiritual life.

All questions and comments were explained and highly appreciated. Constructive comments were collected and would be sent to functional agencies to finalize the plan.
