Proactively preventing violations of regulations about firecrackers, especially on the occasion of the Lunar New Year 2022

– On January 18, the Provincial People’s Committee held a 3-level (province, district, commune) online conference reviewing the prevention and control of violations related to firecrackers, the management and use of weapons, explosive materials and supporting tools in 2021, implementing the tasks of 2022.

Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee, Head of the Steering Committee for the prevention of illegal acts on firecrackers of the province (the Steering Committee) chaired the conference.

In 2021, departments, sectors, unions and steering committees at all levels in the province has focused on directing the mobilization of forces and means to drastically prevent and control violations related to firecrackers, associated with the prevention and control of the COVID-19 pandemic, contributing to improving the effectiveness of state management on ensuring security and order in the locality. As a result, the functional forces of the whole province have arrested 45 cases, 43 subjects (including 13 cases with no owner) buying, selling, transporting and storing firecrackers manufactured by China; seized over 2,800 kg of firecrackers of all kinds. Investigation agencies at all levels prosecuted 21 cases, 23 defendants, the People’s Procuracy charged 27 cases and 31 defendants for firecracker violations.

Propaganda of the legal provisions on the management and use of weapons, explosive materials and supporting tools has been widely popularized, flexibly and creatively applied suitable measures to each object and area.

As a result, in the past year, the functional forces have mobilized the people to hand over more than 460 guns of all kinds, more than 300 supporting tools, 54 rudimentary weapons, 54 mines, grenades, 1,870 bullets of all kinds…

At the conference, delegates exchanged and discussed to clarify the achieved results, contributed ideas to remove difficulties and limitations in preventing violations related to the management and use of weapons, explosive materials and supporting tools.

Within the schedule, a leader of the Provincial Public Security presented a plan to prevent and combat illegal acts on firecrackers, associated with the implementation of regulations on the management and use of weapons, explosive materials and supporting tools in 2022.

Concluding the conference, Mr. Vice Chairman of the Provincial People’s Committee, Head of the Steering Committee for the prevention and control of firecracker violations of the province requested units, the Steering Committees of the districts and city to strictly implement the Government’s decree on the management and use of firecrackers; to continue to strengthen propaganda on the law and sanctions to handle violations related to firecrackers; to warn about the danger of harm caused by firecrackers.

Along with that, it is necessary to promulgate a plan to prevent and combat illegal acts on firecrackers, and the management and use of weapons, explosive materials and supporting tools in accordance with actual conditions, ensuring effectiveness. People’s Committees of communes, wards and townships direct to establish patrol groups, proactively preventing violations of firecrackers, especially fireworks on New Year’s Eve and the Lunar New Year in 2022, ensuring a safe Tet.

Forces including police, border guards, customs and market management should continue to monitor the situation, coordinate in information exchange about suspected objects and their methods of illegally hiding and transporting firecrackers to promptly detect, fight and handle.

The Steering Committees of districts and city should promote the movement “All people protect national security in association with crime prevention, prevention of violations related to firecrackers, the management and use of weapons, explosive materials and supporting tools”, considering this a regular task of all agencies, units and the responsibility of all people; promptly praising units and individuals with outstanding achievements…
