Focusing on speeding up site clearance for key projects

– On June 3, the Provincial People’s Committee held a thematic meeting to remove the problems of site clearance for projects (May 2021). Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired the meeting.

According to the report of Department of Natural Resources and Environment, in May, there were four districts facing site clearance problems in 10 projects in the province.

In which, Lang Son city has problems with other support mechanisms beyond the authority of the City People’s Committee in Nam Hoang Dong urban area project; the technical infrastructure project of Tran Quang Khai residential area, Chi Lang ward; the infrastructure project of block 8 residential area, Dong Kinh ward; Phu Loc II urban area project and 37 m road axis passing through Phu Loc I, II urban areas.

Van Lang district has problems related to origin papers and land use process in the investment project to build technical infrastructure and Phuc Khang factory in the non-tariff area in Tan My commune; People asked to withdraw the land acquisition boundary according to the planning of investment project to build a new residential area in Zone II, Na Sam township, beyond the authority of the District People’s Committee.

Cao Loc district has problems with more than 10 hectares of acquired rice land and needs to wait for the Prime Minister’s opinion on projects: Hop Thanh 1, Hop Thanh 2 industrial cluster and Hop Thanh resettlement; upgrading and renovating national road 4B and export processing zone 1.

Loc Binh district has problems related to site clearance to expand production field and dumping site in phase 3 – Na Duong Coal Company.

Discussing at the meeting, the participants supplemented and clarified information on the results of reviewing the problems and proposed a solution by asking for direction from the Provincial People’s Committee to solve problems according to their competence in order to promote the project progress.

Concluding at the meeting, the Vice Chairman of the Provincial People’s Committee praised some districts for their good performance in site clearance in May amid the complicated developments of the Covid-19 epidemic and focused on the election of the National Assembly deputies and deputies of People’s Councils at all levels.

Regarding removing difficulties and obstacles, the Vice Chairman of the Provincial People’s Committee agreed with solutions proposed by Department of Natural Resources and Environment.

Particularly for one family affected by Nam Hoang Dong I urban area project and two cases of being granted land use right certificates in Tran Quang Khai residential area project (Lang Son city), the Vice Chairman of the Provincial People’s Committee requested the City People’s Committee to verify the current status of the land plot and the process of granting land use right certificates and report to the Provincial People’s Committee as a basis to provide other support to households in accordance with the law.

Regarding the proposal of Cao Loc District People’s Committee on building a resettlement area for resettlement and site clearance of the project on improving and upgrading National Road 4B, the Vice Chairman requested the Provincial Construction Investment Management Board to prepare a project proposal and report it to the Provincial People’s Committee in June 2021.

Regarding the site clearance task in June and the following months, he suggested that the People’s Committees of districts focus on speeding up site clearance for key projects to promote the implementation of projects as the plan set out by the Provincial People’s Committee.
