Conference of the Steering Committee for the planning work of the province

On the afternoon of August 1, 2022, Mr. Nguyen Quoc Doan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee for provincial planning chaired the Steering Committee meeting to hear reports on the situation and results of planning work in Lang Son province in the first 6 months of the year and tasks for the last 6 months of 2022; draft plan for organizing consultation conference on planning of Lang Son province in the period of 2021 – 2030, with a vision to 2050; consider the draft planning report of Lang Son province in the period of 2021 – 2030, with a vision to 2050 (2nd draft).

Attending the conference were Mr. Hoang Van Nghiem, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly; Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mrs. Doan Thi Hau, Chairwoman of the Provincial People’s Council; leaders of departments, divisions, sectors, districts and city; representative of McKinsey & Company Vietnam Co., Ltd (consulting unit).

The planning work of Lang Son province in the period of 2021-2030, with a vision to 2050 have been implemented from 2020 and by October 2021, step 1 of the draft has been completed with 21 contents integrated into the provincial planning. .By June 2022, on the basis of receiving the discussion opinions of the delegates and the conclusions of the Secretary of the Provincial Party Committee at the Standing Committee meeting of the Provincial Party Committee to consider the content of the first draft, the Department of Planning and Investment and the consulting unit have completed the draft of the Lang Son Provincial Planning for the period 2021-2030, with a vision to 2050 (2nd draft) to submit to the Steering Committee for consideration and comments. Along with that, with the draft provincial planning report, up to now, relevant units have basically completed the construction planning plans of the districts and city; draft report on strategic environmental assessment of the planning of Lang Son province in the period of 2021-2030, with a vision to 2050.

Within the framework of the conference, the representative of the consulting unit presented the draft planning report of Lang Son province in the period of 2021 – 2030, with a vision to 2050. The draft has analyzed and assessed the current situation of factors and development conditions of the province; planning options for Lang Son province in the period of 2021-2030, with a vision to 2050 and 7 groups of solutions to implement the planning in each period.

According to the draft, by 2030, Lang Son will become Vietnam’s green border, improving transport connections and comprehensively improving people’s lives. Provincial planning will help Lang Son grow 8-9%/year until 2030 with 4 main pillars and important supporting areas…

Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the discussion and collection of opinions on the draft Lang Son provincial master plan.

Discussing at the conference, the delegates proposed to amend and supplement a number of specific contents to ensure orientation and long-term strategic reach; request the consulting unit to consider mobilized capital sources for planning work; re-evaluate a number of indicators on the province’s potential; review evaluation data in the draft master plan…

After listening to the delegates’ opinions, the Secretary of the Provincial Party Committee approved the draft of Lang Son Provincial Planning Report for the period of 2021 – 2030, with a vision to 2050 (the draft fully integrated for the 2^nd time).

Mr. Nguyen Quoc Doan, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee of the Lang Son provincial Planning spoke at the conference.

The Secretary of the Provincial Party Committee also agreed with the draft plan to organize a consultation conference on the planning of Lang Son province in the period of 2021 – 2030, with a vision to 2050. It is expected to take place in late August or early September 2022.

Regarding the tasks in the coming time, the Secretary of the Provincial Party Committee suggested that leaders of departments, agencies, districts, city, and members of the Steering Committee for provincial planning continued to thoroughly grasp and implement seriously and comprehensively the contents of Resolution No. 67 dated January 27, 2022 of the Standing Board of the Provincial Party Committee on strengthening the leadership and direction of the Party for the formulation of provincial planning and Plan No. 30 dated February 17, 2022 of the Provincial Steering Committee for Planning. Leaders of departments, divisions and sectors; Chairman of People’s Committees of districts and city continued to comment on the overall content of the draft Lang Son planning report for the period of 2021 – 2030, with a vision to 2050 (the 2nd fully integrated draft); focus on research and in-depth consultation in the field of sector and local management. The comments should be sent in writing to the Department of Planning and Investment before August 5, 2022 to summarize, review, edit and complete the draft.

The Secretary of the Provincial Party Committee also requested the Department of Planning and Investment and the consulting unit to fully absorb the comments, coordinate with relevant agencies of the province to complete the draft Provincial Planning Report, submit it to the Standing Board of the Provincial Party Committee for consideration and approval at the next meeting.
