Summarizing the National Target Program on Poverty Reduction in the 2016-2020 period

(LSO) – On June 18, the Provincial People’s Committee held a conference to summarize the National Target Program on Poverty Reduction in the 2016-2020 period.

Attending the conference were Mrs. Doan Thi Hau, Standing Vice Chairwoman of the Provincial People’s Council; Mr. Duong Xuan Huyen, Vice Chairman of the Provincial People’s Committee; representatives of provincial departments, agencies, Fatherland Front and socio-political organizations.

The province’s poverty reduction in the 2016-2020 period has achieved many positive results, the goals and targets on poverty reduction and annual employment have been fundamentally reached and exceeded the plan, the poor’s life and infrastructure of poor districts and extremely difficult communes in the province have been significantly improved, jobs for laborers have been basically stable, the image of rural areas has increasingly changed for the better.

The people’s awareness, especially poor ethnic minorities’ awareness of poverty reduction, has been raised. The poor household rate decreased from 25.95% in early 2015 to 10.89% at the end of 2019 (the average poverty reduction rate is 3.76% per year, exceeding the set target of 3% per year); creating jobs on average for more than 14,500 people annually; the percentage of trained workers increases from 2% to 2.5% each year.

Speaking at the conference, Mrs. Doan Thi Hau, Standing Vice Chairwoman of the Provincial People’s Council proposed that the Provincial People’s Committee directs the labor, invalids and social affairs sector to continue reviewing and supplementing the in-depth summary evaluation, further specifying programs, projects and sub-projects in poverty reduction to complete the report on the National Target Program on Poverty Reduction in the 2016-2020 period. In the coming time, the labor, invalids and social affairs sector must continue to well perform its role, mission and responsibility in poverty reduction; proactively coordinating with relevant sectors, advising and proposing to the province to implement poverty reduction more effectively.

Receiving the direction from the leader of the Standing Committee of the Provincial People’s Council, the Vice Chairman of the Provincial People’s Committee requested the members of the Provincial/District Poverty Reduction Steering Committee to continue paying attention to promoting communication, encouraging poor households’ spirit to lift out of poverty, limiting re-impoverishment; the province strives to reduce the poor household rate of 3% or more each year; pay attention to improving poor households’ livelihoods and life quality. At the same time, poverty reduction mechanisms must be synchronously implemented, poor households’ access to basic social services groups should be increased; infrastructure investment in poor districts and poor communes should be paid attention to, focusing on synchronous investment to meet the criteria of the new-style rural construction program and so on.

Mr. Duong Xuan Huyen, Vice Chairman of the Provincial People’s Committee, awarded certificates of merit of the Chairman of the Provincial People’s Committee to individuals with outstanding achievements.

On this occasion, 37 collectives, 12 individuals and 20 families were awarded certificates of merits of the Chairman of the Provincial People’s Committee for their outstanding achievements in the emulation movement “Lang Son and the whole country join hands for the poor – no one is left behind” in the 2016-2020 period.
