Applying ISO 9001 in agencies and units: Increasing orderliness and efficiency in handling work

– In the task of administrative modernization, the application of a quality management system according to the national standard TCVN ISO 9001 (referred to as ISO 9001) is an important and necessary content. Therefore, in recent years, the Provincial People’s Committee has promoted the implementation and paid attention to directing with many synchronous solutions to apply the ISO system. Thereby, contributing to increasing orderliness and efficiency in handling work.

 According to the roadmap, period 2011 – 2014: Provincial People’s Committee starts to build and apply ISO 9001:2008 system; period 2015 – 2017: Provincial People’s Committee continues to develop and apply the ISO 9001:2008 system; From 2018 to present, upgrading and converting the ISO 9001:2008 system to ISO 9001:2015. Up to now, the ISO 9001 system has been deployed and applied to 240 agencies and administrative units at all levels in the province, reaching the rate of 100% of the units subject to application. In which, 206 units are applying the ISO 9001: 2015 system; 34 People’s Committees of communes, wards, townships, public non-business units are applying the ISO 9001:2008 system (It is expected that in 2021, the conversion to the ISO 9001: 2015 system will be carried out according to Plan No. 71/KH-UBND of the Provincial People’s Committee). In addition, 147/200 Commune People’s Committees have developed and applied the ISO 9001:2015 system into operation, reaching 73.5%, exceeding the plan by 5 units (equivalent to exceeding 3.5%).

The Department of Planning and Investment is one of the agencies and units that has been evaluated by the provincial ISO Steering Committee for its good implementation of the ISO 9001 system. Currently, the department is applying ISO 9001: 2015 with a total of 47 processes, of which 7 are mandatory, 40 processes to handle 109 administrative procedures. Mr. Ha Manh Cuong, Deputy Director of the Department of Planning and Investment said: Since the application of the ISO 9001 system, administrative tasks, especially the handling of administrative procedures, have become more rigorous and scientific. From 2019 to now, 100% of administrative procedures dossiers have been resolved in advance and on time for organizations and individuals.

To achieve the above results, over the years, the Provincial People’s Committee has had many positive solutions. In particular, the Provincial People’s Committee has paid attention to allocating resources to serve the implementation and application of the ISO system. Specifically, in the period 2011-2020, the Provincial People’s Committee has granted more than 13 billion VND. Regarding human resources, the Provincial People’s Committee has established and regularly strengthened the Provincial ISO Committee and the Working Group assisting the Provincial ISO Committee. As of 2021, the Working group assisting the Provincial ISO Committee has 12 members, in which Mrs. Vice Chairwoman of the Provincial People’s Committee is the Head of the Committee. At the same time, the Department of Science and Technology is assigned to be the standing body of the provincial ISO Steering Committee responsible for advising, organizing and urging the implementation process. Mr. Tran Quoc Anh, Deputy Director of the Department of Science and Technology, Member of the Provincial ISO Steering Committee said: Every year, we promptly advise the Provincial People’s Committee to approve the implementation plan to apply the ISO 9001 system in the province in each period to suit the actual situation. At the same time, the Department also regularly issues guiding documents, urging agencies and units in the area to deploy and properly apply system regulations, thereby creating efficiency in handling administrative works.

At the same time, the Department of Science and Technology develops a plan to organize a training conference on ISO application once a year for more than 150 turns of leaders, civil servants and officials in charge of ISO of agencies and units. Every year, the Department of Science and Technology has also developed and submitted to the Provincial People’s Committee a plan to inspect the units applying ISO 9001 in the province. As a result, the department has coordinated to organize 10 inspections for 324 units. The inspection shows that the basic agencies and units have seriously implemented and applied the system quite well.

The application of the ISO 9001 system to the operation of agencies and organizations of state administrative agencies in the province has brought practical effects, the quality of work has been improved, step by step build the trust of the people. In the coming time, in order to promote the effectiveness of the application of ISO, the Department of Science and Technology will continue to advise the Provincial ISO Steering Committee to direct the application of ISO 9001 at the People’s Committees of the remaining communes and towns, striving for 100% of the Commune People’s Committees in the province apply the quality management system to the unit’s activities; At the same time, the department continues to urge and inspect the maintenance and improvement of ISO 9001 for units that have deployed and applied the system in the province.
