The National Assembly’s Social Affairs Committee surveyed in Lang Son

On April 21, the survey mission of the Social Affairs Committee of the 15th National Assembly led by Mr. Dang Thuan Phong, Vice Chairman of the Social Affairs Committee, surveyed the implementation of policies to support employees and employers affected by COVID-19 in Lang Son. Accompanying were leaders of some ministries and agencies.

Working with the survey mission were Mr. Duong Xuan Huyen, Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of the Provincial People’s Committee; leaders of the Provincial Fatherland Front Committee; leaders of relevant departments, committees, agencies and units.

Mr. Duong Xuan Huyen, Standing Vice Chairman of the Provincial People’s Committee, clarified a number of issues related to the implementation of support policies for those affected by COVID-19 in the province.

In more than two years (2020 – 2021), affected by the COVID-19 epidemic, Lang Son province effectively implemented policies to support people, employees and employers affected by the epidemic. Specifically, for the implementation of Resolution No.03/2021/UBTVQH15 of the National Assembly’s Standing Committee dated September 24, 2021 promulgating policies to support employees and employers affected by the COVID-19 pandemic from the Unemployment Insurance Fund, by the end of March 2022, unemployment insurance fund was reduced (from 1% to 0%) for 1,189 employers, with the reduction amount (6 months) of over 5.6 billion VND; support to pay for 19,288 people who were participating in unemployment insurance fund, 7,237 people who reserved the time to pay unemployment insurance with a total amount of over 64 billion VND.

In 2020, the total settlement fund to support people facing difficulties due to the COVID-19 pandemic in the province according to Resolution No.42/NQ-CP and Resolution No.154/NQ-CP of the Government on measures to support people in difficulty due to the COVID-19 pandemic was over 168.4 billion VND for 200,697 affected people.

Implementing Resolution No. 68/NQ-CP dated July 1, 2021, Resolution No. 126/NQ-CP dated October 8, 2021 of the Government and Decision No. 23/2021/QĐ-TTg dated July 7, 2021, Decision No. 33/2021/QĐ-TTg dated November 6, 2021 of the Prime Minister (support policy from Clauses 1 to 11 Section 2 of Resolution No. 68/NQ-CP), up to March 31, 2022, the whole province approved funding to support workers and employers facing difficulties due to the COVID-19 pandemic with over 25.9 billion VND.

In addition, Lang Son province has actively implemented its own specific support policy from local funds for people with meritorious services, people from poor households, near-poor households and employees without labor contracts, not subject to support regulations in Decision No. 15/2020/QĐ-TTg in the province; support employees who do not have labor contracts (self-employed) as prescribed in Clause 12, Section 2 of Resolution No. 68/NQ-CP. Along with that, the province has effectively mobilized social resources for COVID-19 prevention and control.

Leaders of Greetwood Joint Stock Company introduced the production process of plywood products to the Survey Mission of the National Assembly’s Social Affairs Committee and the leaders of the Provincial People’s Committee.

Concluding the survey, the Head of the Survey Mission noted the implementation, methods and results achieved by Lang Son province in implementing policies to support employees and employers affected by COVID-19. At the same time, it is proposed that the Provincial People’s Committee and the leaders of the provincial sectors urgently deploy payment support for cases that employees have a dossier of request to ensure the prescribed time. The People’s Committee of Lang Son Province should continue to further promote inter-provincial coordination in taking care of employees and pays attention to directing departments and agencies to research and consider a number of new contents that will support implementation in the upcoming time such as housing rent for employees and so on.

As for the suggestions and recommendations of the Provincial People’s Committee and leaders of departments and agencies, the survey mission will summarize and transfer them to the Government, relevant ministries and agencies for consideration and resolution in the upcoming time.
