Cao Loc: A bright spot for public investment disbursement

– Thanks to the drastic and methodical implementation of construction investment, from investment preparation, project approval, contractor selection associated with focusing on checking and urging progress, checking and accepting the volume to serve the investment disbursement as planned, in the first 6 months of 2021, Cao Loc district is the one with the leading disbursement rate among districts and city.

At the beginning of 2021, Cao Loc district was allocated more than 54.2 billion VND from the capital sources of wharf fees; local budget balance sources according to normative criteria; revenues from land use, lottery and district budget balance sources to implement 42 works and projects, including 1 transitional project with the capital plan of 6 billion dong; payment for the completion of 16 projects with a capital plan of 10.95 billion VND and starting 25 new projects with the planned capital of 38.7 billion VND.

In order to carry out the task of investing in the construction of essential infrastructure works, from the end of 2020, the District People’s Committee has focused on completing the procedures to prepare for investment in new construction projects starting in 2021. In 2021, 20 new construction projects with investment capital collected from land use, lottery and local budget balance are eligible for bidding to select construction contractors. For 5 new rural projects using advance capital from the district budget, the bidding work has been completed and the construction is expected to start in early July.

By the beginning of the second quarter of 2021, all 20 projects with investment capital from land use revenue and construction lottery capital and local budget balance according to norms and criteria have been started.

Typically, the project of renovating and upgrading district road 21at Ngoa hamlet, Xuat Le commune with a length of 5 km, the capital plan allocated in 2021 is 3.6 billion VND, led by the District Construction Investment Project Management Board. Construction started at the end of March 2021, which uses capital from land use. Up to now, after more than 2 months of implementation, the contractor has completed the construction of the road foundation expansion for the whole route and been gathering materials for the construction of the foundation and road surface.

Mr. Nguyen Manh Ha, Director of Phu Son An Lang Son Construction Joint Stock Company (construction unit) said: “The implementation of the project is very smooth, because the local government has well done the propaganda to mobilize people to donate land and hand over the ground. The company is concentrating human and material resources to construct the foundation and road surface, striving to complete the work in November 2021.”

It is known that by the end of June 2021, the project of renovating and upgrading the district road 21at Ngoa hamlet, Xuat Le commune has disbursed 3/3.6 billion VND of the allocated capital plan, equivalent to 83% of the capital plan.

Another new groundbreaking project is the construction of the headquarters of the District People’s Committee. In 2021, the project has a capital plan of 2.6 billion VND and started it construction in early May 2021, after nearly 2 months of implementation, up to now, the implementation volume is estimated at 1.5 billion VND, the investor has disbursed 1.1/2.6 billion VND of the assigned capital plan.

Not only these two projects, but most of the other projects in Cao Loc district have been accelerated from the first days of construction with a good amount of disbursement.

According to the report of Cao Loc District People’s Committee, by the end of June 2021, the value of disbursement volume of capital sources reached 28.8/54.2 billion VND of the allocated capital plan, reaching 53.2% of the plan. In which, new construction projects were disbursed 15.3 billion VND; disbursed capital to pay the completed volume of 10.8 billion VND; disbursed capital for transition projects was 2.7 billion VND.

Mr. Hoang Manh Cuong, Vice Chairman of Cao Loc District People’s Committee said: “In order to promote disbursement of capital sources, the district focused on preparing carefully for investment in new construction projects right from the previous year, as soon as assigned capital, the district approved and bid immediately. In addition, for projects using central capital that have not yet been recorded, the district actively balances and arranges for timely implementation. In addition, the district organizes monthly meetings and irregular inspections at each construction site, requesting the agencies assigned to manage the project not to accumulate capital at the end of the year, but to receive and disburse the funds as soon as they have unexpected additional volume. In addition, in order to speed up the construction progress for new construction works, the district requires communes to clear new “clean” ground for construction, especially new rural construction projects.

Thanks to the flexible management method, especially the close work right from the investment preparation stage of the projects, the documents do not need to be adjusted many times. This is one of the solutions that Cao Loc district is implementing effectively to accelerate the progress of projects as well as disburse the assigned capital from the first months of the year. It is known that Cao Loc District People’s Committee requires that by the end of September 2021, units assigned to manage capital must disburse 80% of the plan.
