Lang Son City: Focusing on supporting the development of promising economic models

– In order to improve people’s income, over the past time, from the production support capital of the new rural development program, the City People’s Committee has focused on supporting promising production models to further improve their scale, economic value.

Accordingly, from 2016 to now, on average, the city has been provided with a budget of about 2 billion VND each year and allocated to 3 communes to directly support production. Mr. Ly Minh Hai, Deputy Head of the City’s Economic Division said: “In order to use capital to support production effectively, instead of mass support, we advise the City People’s Committee to ask the communes to widely inform support programs to the people and to encourage them to select suitable models which have development potential and can be replicated for support.”

Typically, the model of growing Taiwan pear guava by Mr. Chu Van Khanh, Na Pan village, Hoang Dong commune. Mr. Khanh said: “In 2016, my family invested in planting 5 sao (a measuring unit, equal to 360m2) of Taiwanese pear guava. After 1 year, I harvested and sold the first fruit for more than 50 million VND. In 2018, I was supported by the Commune People’s Committee with agricultural materials and installed water pipes for sprinkler irrigation, thereby saving time and labor. In addition, I was trained in how to care and pest control techniques. Therefore, the guava garden grows well, with few pests and diseases. Currently, on average, I harvest nearly 8 tons of fruit a year, after deducting all expenses, my income is over 100 million VND/year.”

And in Quang Lac commune, in 2020, from the capital to support production, the Commune People’s Committee has chosen the pig breeding model of An Hong Agricultural Service and Production Cooperative (An Hong Cooperative) to support. Ms. Luu Thu Hien, Director of the Cooperative said: “In 2019, the Cooperative was established with 7 members and piloted 350 pigs. For efficient production, the Cooperative applied animal husbandry towards biosecurity, therefore, the model is initially effective. In 2020, the Cooperative received a support of nearly 2 billion VND from the capital to support the production of the new rural development program to invest in expanding our production scale. Accordingly, the Cooperative has raised a herd of 200 sows and 2,000 meat pigs. From the beginning of 2021 up to now, the Cooperative has exported over 1,000 pigs, with a turnover of about 10 billion VND.”

These are just two of many models supported to scale up and improve production efficiency. According to statistics of the City’s Economic Division, from 2016 to now, the city has supported the development of 27 models with 587 participating households, with a total budget of 29 billion VND, of which the State supported 9 billion, local people contributed 20 billion VND. Through testing and evaluation, the models have virtually developed stably and effectively with an average income of 100 million VND per year or more.

Not only supporting production development, the City People’s Committee is also interested in supporting brand building for products. Specifically, from 2019 to now, implementing the program One Commune One Product (OCOP), the City People’s Committee has directed specialized agencies to inform, train and support subjects to build collective brands, stamps, product packaging with a total cost of nearly 600 million. Currently, the city has 4 OCOP products with 3 stars and 4 stars such as Quang Lac Araliaceae honey products, Hong Xiem roasted duck, gai lan vegetable and Xu Lang forest honey products. Thereby, it contributes to building a brand, expanding the market, and improving the value of products.

Mr. Ly Minh Hai, Deputy Head of the City’s Economic Division said: “In the coming time, the Division will continue to coordinate with communes to focus on supporting promising production models, thereby building them into typical models and gradual expansion. In particular, in 2021, we are supporting the development of OCOP products of Quang Lac chestnuts and Mai Pha wormwood cakes to promote, expand their consumption markets, and improve their product value. .

Lang Son is a mountainous province with many difficulties, therefore the funding source to support the production of the annual new rural development program for the districts and city in the province is not much. With this funding, if the investment is spread out, it will be difficult to promote efficiency. The selection of promising models to support and develop into typical models for spreading and gradually replicating is a good and effective practice of Lang Son city.
