Thematic meeting to resolve problems related to site clearance of projects in the province in April 2021

– On May 5, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee (PPC) chaired a thematic meeting to find solutions for difficulties and problems in site clearance in April 2021.

In April 2021, 11 out of 11 districts and city sent periodic reports on the progress of site clearance. It is recorded by the Department of Natural Resources and Environment that 4 units reported the  arising problems in site clearance in 11 projects as namely as 5 projects in Lang Son city; 2 projects Cao Loc district; 1 project in Loc Binh  district and 3 projects Van Lang district.

Arising problems are mainly related to the application of other support mechanisms under the authority of the PPC in case people encroach on public land and use it stably without disputes before land acquisition is implemented; a part of the land area assigned for project is being encroached by local residents.

Discussing at the meeting, leaders of District and City People’s Committees and related sectors reported and clarified difficulties and problems for each project. At the same time, they  consulted the PPC to allow the application of a number of extra support measures to handle those difficulties in order to speed up the site clearance progress for projects.

Concluding the meeting, the Vice Chairman of the Provincial People’s Committee requested that in May and the following months government of districts and city shold  continue to highly focus on site clearance, especially speeding up the site clearance progress in 21 key projects of the province and new urban areas and industrial zones projects.

To speed up the site clearance, districts and city must consolidate the apparatus, strengthen human resources, promoting responsibilities of leaders  to remove the barriers in site clearance.

Regarding difficulties and problems related to allocation of resettlement land with collection of land use fees; support to stabilize lives of projects in Lang Son city, districts: Cao Loc, Van Lang and Loc Binh, the Vice Chairman of the Provincial People’s Committee agreed with the solutions proposed  by the People’s Committees of districts and city and the Department of Natural Resources and Environment.

As for households encroaching on the use of public land in the Tran Quang Khai residential infrastructure project, Chi Lang ward, Lang Son city, the Vice Chairman of the PPC requested the City People’s Committee to screen and verify the entire documents of preliminary land to  determine the time of encroachment in order to have legal grounds for further consideration.

Regarding the proposal of the City People’s Committee to handover an area of ​​16.3 hectares at Mai Pha Airport for investors to implemente the Mai Pha urban area project, the PPC’s leaders agreed that The City People’s Committee, the Department of Natural Resources and Environment would coordinate to implement the land allocation procedures in accordance with the regulations.
