Implementing measures to clear goods as quickly as possible

– That was the direction of Mrs. Doan Thu Ha, Vice Chairwoman of the Provincial People’s Committee at the meeting to implement solutions to remove difficulties and obstacles related to import and export activities of goods through Tan Thanh border gate on the afternoon of August 18 at Tan Thanh Border Guard Station.

Reporting at the meeting, the Management Board of Dong Dang – Lang Son Border Gate Economic Zone stated: “After the two sides (Lang Son province, Vietnam and the People’s Government of Pingxiang county, Guangxi, China) reached an agreement on plan to adjust and pilot the process of customs clearance of goods through Tan Thanh border gate, on the morning of August 18, to open Tan Thanh border gate for operation at the time as before. As of 6 p.m. on August 18, 2021, the number of exported goods vehicles was 115. The number of vehicles in Bao Nguyen parking lot (Tan Thanh border gate area) yet to be cleared is 283 vehicles.

At the meeting, representatives of a number of businesses with export cargo trucks raised a number of obstacles and difficulties in customs clearance activities on August 18. Accordingly, the pilot import-export process of goods in the direction of Vietnamese specialized drivers handing over vehicles (including trucks with and without goods) to Chinese specialized drivers at the parking area in Puzhai, China has some problems. Specifically, because the amount of fresh fruit products exported through Tan Thanh border gate is mainly goods that have not been in trade deal, when Vietnamese specialized drivers (authorized by the owners to preserve the quality and trade goods) hand over vehicles to Chinese drivers, it is difficult in determining the value, quantity and quality of goods and there maybe be additional costs…

Also at the meeting, representatives of customs, border guards and businesses exporting goods through Tan Thanh border gate had a number of recommendations such as the fact that departments and sectors of the province should propose to the competent force of China to provide a contact to manage Chinese specialized driver team; notify the list and detailed information of Chinese specialized drivers receiving Vietnamese vehicles; publicize the price of hiring a specialized driver… So that when problems including loss of goods, damaged means of transport, etc., there is a contact for resolution.

After listening to reports and opinions of departments, sectors and representatives of businesses, concluding the meeting, the Vice Chairwoman of the Provincial People’s Committee stated: “Currently, the Management Board of Dong Dang Border Gate Economic Zone will be assigned as the contact agency to host and coordinate with related sectors to continue to negotiate, exchange and propose to the Chinese functional forces a number of contents to unify the delivery and receipt process for good management of export goods and the additional cost limitation; to propagate the change of the import-export process to businesses and goods owners for coordination in implementation.”

Tan Thanh Border Guard Station should regulate and separate vehicles in the border gate area, creating favorable conditions for customs clearance of import and export goods; the relevant departments and sectors should inform the Department of Industry and Trade of the provinces that have goods exported through Tan Thanh border gate about the pilot import-export process to promptly inform businesses and goods owners; notify businesses on the implementation of export transactions through foreign trade contracts with Chinese partners; move quickly from exporting goods from unofficial to official channels to reduce risks…

The Vice Chairwoman of the Provincial People’s Committee emphasized: “The top mission is still to strengthen the prevention and control of the pandemic at the border gate area and well implement the management of domestic and specialized drivers at the border gate area. In addition, the functional forces at Tan Thanh border gate should continue to shorten the time for completing procedures as well as take measures to create favorable conditions for businesses to clear goods as quickly as possible.”
