The Department of Construction needs to focus on completing key tasks, ensuring quality and efficiency

– On September 7, the delegation of the Provincial People’s Committee led by Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee inspected the implementation of tasks in the first 9 months of 2021 at the Department of Construction.

According to the report of the Department of Construction, the department is currently assigned 39 working positions but it is managing 35 officers working in 5 functional divisions.

Regarding the implementation of tasks, in the first 9 months of 2021, the Department has completed 47 reports on appraisal of construction planning and urban planning, advised the Provincial People’s Committee to issue 27 decisions approving the tasks and planning projects and 4 documents evaluating and summarizing the implementation of the planning. Regarding construction investment management, urban technical infrastructure works, the Department is managing and guiding investors to implement new urban area projects in the province; appraising the project, the construction design and cost estimate of 103 works; inspecting 41 construction works, evaluating 12 works… The inspection, citizen reception, handling of complaints and denunciations and anti-corruption work are strictly implemented.

Regarding the performance of the tasks assigned by the Provincial People’s Committee, the Chairman and Vice Chairman of the Provincial People’s Committee, in the first 9 months, the Department was assigned 138 tasks, including 5 key tasks and 133 regular tasks. Up to now, the Department has completed 2/5 key tasks; completed 119 tasks assigned by the Provincial People’s Committee, the Chairman and Vice Chairman of the Provincial People’s Committee on time and been performing 14 tasks.

In addition to the achieved results, while carrying out the tasks, the Department also encountered some difficulties such as the large volume of assigned work in a shortage of human resources, especially planning and construction architects, unsystematic and regularly changed system of legal documents on construction investment is still lacking in synchronicity and frequently changes…which influenced on advising activities for the Provincial People’s Committee on state management of the construction sector.

At the meeting, representatives of departments and sectors asked the Department of Construction to clarify a number of contents including the quality of advising work for the Provincial People’s Committee in the field construction planning; prices for public services in the province; administrative procedure reform; management of construction activities, quality of construction works for projects using budget and non-budget; the forecast of solid waste management in the province…

The opinions of the members of the delegation were received and clarified by the leaders of Department.

Concluding the meeting, Chairman of the Provincial People’s Committee acknowledged the efforts of the Department of Construction in advising work. In addition, there were still some shortcomings that needed to be overcome such as the low quality of advising some documents, appraisal of investment projects and construction planning which were revised many times. The advising work on prices and construction norms has not been fully updated in a timely manner, the construction quality management, urban construction order management is still limited.

Regarding the tasks in the coming time, he requested the Department of Construction highly concentrate to complete the key tasks assigned by the Provincial People’s Committee to ensure effectiveness; strengthen the quality management of construction works using capital sources, especially non-state budget, public-private partnership investment projects; focus on speeding up the review of construction plannings to integrate them into the planning of Lang Son province in the period of 2021-2030.

At the same time, it was necessary to promote the inspection, examination and strictly handle violations in construction activities; proactively carry out digital transformation and administrative reform in the construction sector; develop a plan to overcome the limitations and weaknesses that the other departments and sectors mentioned in the inspection, it is requested to submit the solution plan to the Provincial People’s Committee before September 20, 2021.
