Female cadres work: Positive changes

(LSO) – Implementing the Decision No. 457-QĐ/TU dated November 2, 2016 approving the project “Building a contingent of young cadres, female cadres and ethnic minority cadres at all levels in Lang Son province to 2020 and the following years”(hereinafter referred to as Project 457), the Party committees at all levels have focused on directing the planning, training, retraining, arrangement, use, promotion and appointment of female cadres to step by step increase the proportion of female leaders and managers in organizations in the political system.

In the past time, during her work, Ms. Nong Thi Huong, an officer of Tu Doan commune, Loc Binh district has always made great efforts and achieved many high achievements. From the position of an officer at the Office of the Commune People’s Council – People’s Committee, in 2015, she was elected to be the Vice Chairwoman of the Commune People’s Council. At the Commune Party Congress for the 2020 – 2025 term, Ms. Huong continued to be trusted, elected to be the Standing Deputy Secretary of the Party Committee cum Chairwoman of the Commune People’s Council. Ms. Huong shared that as a woman, in addition to professional work, they also have to do a good job of “a home maker”. Although her job is quite busy and pressured, she is always attentive to the housework. Fortunately, she is always supported by her office and family to have time to study, improve qualifications and meet job requirements.

Thanks to the attention of the Party committees and authorities from the province to the grassroots level, the work of female cadres has changed positively, not only the case of Ms. Huong, the number of female cadres participating in the executive committee of party cells, party committees at all levels has increased. Specifically, the number of women participating in the Executive Committee of the Provincial Party Committee for the 2020-2025 term is 10 out of 53 members, accounting for 18.87%, up 2.51% over the previous term; women participating in the Executive Committee of the Party Committee of districts and the city are 134 out of 502 members, reaching the rate of 26.69%, increasing 5.25% compared with the previous term; women participating in the Executive Committee of 744 Party grassroots organizations are 1,002 out of 4,024 members, making up for 24.9%, up 2.07% over the previous term. The current number of female leaders in departments, agencies and equivalent is relatively high with 42 out of 152 leaders, reaching 27.6%.

Mr. Hoang Minh Thang, Deputy Head of the Organization Committee of Lang Son City Party Committee said that in the 2020 – 2025 term, the Executive Committee of the City Party Committee has 17 female members out of 41 members, accounting for 41.5%, an increase of 11.3% compared to the previous term. 23 out of 49 leaders are female leaders of the city’s divisions and committees, making up for 46.9%. This result is due to the fact that over the past years, the Executive Committee and the Standing Committee of the City Party Committee have focused on leading, directing and strictly implementing regulations, guidelines and procedures on personnel work, in which they always pay attention to female cadres from the stage of discovering to evaluating, planning, training, fostering, transfer, rotation, appointment and so on.

It can be seen that, since the implementation of Project 147, the work of female cadres in the province has changed and achieved positive results. Mr. Trinh Tien Duy, Deputy Head of the Standing Committee of the Provincial Party Committee’s Organization Committee said that as an advisory body on personnel work, the Provincial Party Committee’s Organizing Committee has advised the Provincial Party Committee to reform processes and improve the quality of recruiting civil servants and public employees in general and female cadres in particular. The Committee has also made great efforts in urging and guiding units to implement the project; reviewing and sending female cadres to training and fostering courses to improve qualifications, political theory, management and leadership skills; strengthening the transfer and rotation of female cadres, promotion and appointment of female cadres, to ensure the completion of the project’s female cadre target.

In the coming time, the Organizing Committee of the Provincial Party Committee will continue to advise the Provincial Party Committee to direct and thoroughly grasp all levels of Party Committees, Party organizations to continue to synchronously implement Project 457, resolutions and directives on the cadre work. Party committees at all levels will continue to well implement the task of reviewing, adjusting, planning members of the party committees, leading cadres and managers at all levels to ensure sufficient quantity and quality according to regulations; develop specific plans for cadre training and retraining each year and each period; reforming cadre assessment and increasing rotation to train cadres in working practice; propose practical, specific solutions suitable to the reality of localities and units to overcome shortcomings, limitations and promptly propose to remove difficulties and obstacles to improve the province’s efficiency of female cadres work.
