Social comment on the draft documents of the Provincial People’s Committee

– On June 16, Provincial Committee of the Vietnam Fatherland Front held a seminar to review 2 draft documents of the Provincial People’s Committee, including Detailed regulation on the review and public announcement of the list of small and narrow land parcels managed by the State, the collection of people’s opinions, and the publicity of land allocation and lease for small and narrow land parcels in Lang Son province for public use or for allocation or lease to adjacent land users (draft 1); Project “Innovation and improvement of the quality of emulation and commendation activities in Lang Son province in the period of 2021 – 2025” (draft 2).

Attending the seminar were leaders of provincial departments, commissions, sectors and unions; representatives of advisory councils and experts in the field of resources, emulation – reward.

Draft 1 includes 3 chapters and 6 articles. It specifically regulates issues such as conditions and contents of the review of small and narrow land parcels; announcing and publicizing the list of small and narrow land parcels directly managed by the State; regulations on collecting people’s opinions and publicizing the allocation and lease of land for small and narrow parcels of land.

Leaders of the Vietnam Fatherland Front Committee of the province moderated the seminar.

Draft 2 aims to overcome the limitations in organization and implementation of emulation and commendation movements in the province. The draft includes 5 innovative contents:  content, form and method of organizing patriotic emulation movements;)  improving the quality of commendation work; propaganda, training and replication of typical examples; improving the quality of activities of the emulation – commendation council; emulation group.

At the seminar, the delegates agree on the necessity, suitability and feasibility of promulgating documents. The conference received 13 comments for 2 drafts.

For the draft  1, comments focused on issues such as shortening the title; adding, changing sentences for clarity and appropriate meaning; clearly stating the proposed plan for land allocation or land lease with a small and narrow plot of land as prescribed by law; expecting cases arising in reality; supplementing  the legal basis for promulgating the document; specifying the allocation and lease of land for small and narrow land parcels after being approved; proposing to prioritize the use of small land parcels for public purposes…

Delegates gave feedback at the seminar.

For the draft 2, the delegates gave opinions on the details of solutions associated with each innovation content; specific targets and solutions to improve the capacity of officials in charge of emulation and commendation; gender equality in emulation and commendation; funding, dividing socio-professional and religious organization into emulation groups; promoting the socialization of emulation and commendation; clarifying the goals of the project…

Afterwards, the leaders of the Department of Natural Resources and Environment and the Department of Home Affairs explained, received and clarified the contents that concerned the delegates.

After the comment seminar, the Standing Committee of the Vietnam Fatherland Front of the province summed up all the comments and sent them to the relevant authorities to complete the draft for submission to the Provincial People’s Committee for consideration and promulgation in the near future.
