“Green channel” card: Convenience in transporting goods associated with COVID-19 pandemic control

– In order to connect and circulate vehicles, reduce congestion and traffic jams at disease control checkpoints on national highways and across provinces implementing Directive No. 16/CT-TTg of the Prime Minister, the Department of Transport of Lang Son province have issued documents guiding transport business units and individuals inside and outside the province to submit registration application for the issuance of vehicle identification cards (with QR Code) in order giving them the priority to operating on the “green channel” of transport (priority for means of transporting goods, transporting workers and experts to be circulated 24 hours a day in localities under the implementation of Directive No. 16).

Facilitating the issuance of “green channel” cards

Ms. Tran Bich Diep, Deputy Head of the Transportation, Vehicles and Drivers Vehicles and Drivers Management Division, Department of Transport, said: “After the Official Letter No. 4977/TCDBVN-VT dated July 18, 2021 of the Directorate for Roads of Vietnam on guiding and implementing software for the registration, management and use of vehicle identification cards with QR Code to prioritize the operation on the “green channel” of transportation, the divisio has advised the  leaders of departments to issue written notices for propaganda and instruction for transport business units and individuals to register for the issuance of vehicle identification cards using software deployed by the department or using the software of the Directorate for Roads of Vietnam.”

Specifically, in order to create the fastest conditions to issue green channel identification cards and QR codes for transport units, the division has increased its number of experts to guide the use of registration software; on duty for issueing vehicle identification cards to ensure timely delivery to units in accordance with regulations, even at hours after office. From July 20, 2021 up to now, the Transportation, Vehicles and Drivers Vehicles and Drivers Management Division has received and submitted1,272 applications to the leaders of the Department of Transport for approval and issuance of vehicle identification cards (with QR Code) in accordance with regulations (in which mainly means of transporting food, agricultural products, essential goods for social security, ensuring production and business activities, exporting, transporting medical biological equipment, supplies serving the prevention and control of COVID-19 pandemic…)

Along with that, in order to effectively promote the “green channel” identification card, the authorities require drivers, people loading and unloading goods of vehicle, business owners, vehicle owners and other transport businesses to follow the right route and for the right purpose; to strictly implement measures to ensure the prevention and control of COVID-19 pandemic in accordance with regulations of the Ministry of Health and local authorities of departure and arrival places; to take responsibility for the information declared to issue identification cards; to operate on the correct itinerary, stopping and parking, to load and unload goods at the right places indicated in the transport paper, on the identification cards and information provided at the checkpoints during transportation.

Strict control to ensure pandemic prevention

In just about 1 hour in the early morning of August 3, 2021, at the checkpoint for COVID-19 prevention and control at Km55 of National Highway 1A, the area through Than Muoi village, Dong Mo town, Chi Lang district, reporters witnessed the functional forces here check 30 vehicles carrying goods in accordance with regulations. Senior Lieutenant Tran Quoc Anh, officer of the Traffic Police Team, Chi Lang District Police – Head of the checkpoint said: “At this checkpoint, every day, we check over 600 vehicles, mainly trucks, containers carrying goods pasing by. On order to ensure the prevention and control of the COVID-19 pandemic, in addition to checking whether the QR Code of each vehicle is still the valid or already expired, the driver and accompanying person are required to have a valid certificate of COVID-19 test within 3 days of testing. If any driver has an expired test certificate, it is imperative to quickly test for antigens on the spot to effectively control the disease.

Currently, not only at the Km55 checkpoint of National Highway 1A but also at all the checkpoints located on the main national highways through the province such as 1B, 4A, 4B, 31…, the functional forces all tightly controlled means of transport of goods and people entering or going through the province in order to control the pandemic.

Mr. Nguyen Van Thuy, a cargo truck driver, residing in Hoang Dong commune, Lang Son city said: “When being informed about registration for vehicle identification cards (with QR Code) giving the priority to the operation on the “green channels”, I followed the instruction of the Department of Transport. After I was granted a priority vehicle identification card and did a full COVID-19 test, my car operated quite smoothly and quickly, when I passed through the checkpoints, I presented all the documents according to the regulations and I can pass, there was no congestion at checkpoints.”

It can be seen that the “green channel” solution has created favorable conditions in the circulation of goods, preventing vehicle congestion when going through disease checkpoints, which is very important for not only goods transport, but also for the prevention and control of COVID-19.
