Lang Son City: Promoting urban development projects

– In the process of urban expansion and development, Lang Son city has set a basic goal of achieving the criteria of a grade I city by 2030. To realize this goal, from 2022, the city will spend most of its resources prioritizing the construction of key urban infrastructure works to gradually innovate and change the city’s face.

Accordingly, right from 2021, Lang Son city has directed relevant units to focus on synchronously deploying solutions to speed up site clearance, organizing the construction of urban embellishment and development works with very urgent atmosphere. Especially new construction projects such as the Project of Renovating the campus of Phai Loan Lake; Ky Cung Riverside Park Project along the section from Dong Kinh Bridge to the opposite of Dong Kinh Hotel; the Project on Renovating and expanding Ba Trieu Street, section Ly Thai To Street – Nguyen Dinh Chieu Street; installing and embellishing the lighting system on Ly Thuong Kiet Street to serve the project of night economic development in Phu Loc IV urban area.

To ensure progress, the city held meetings with units participating in project implementation to encourage contractors to focus all resources on promoting projects. For site clearance, the city requires the Land Fund Development Center to develop a weekly plan and a timeline for completing each part of the work to urge inspection and supervision during the implementation process to speed up the clearance progress.

Typically, the construction of Ky Cung Riverside Park, the section from Dong Kinh Bridge to the opposite of Dong Kinh Hotel, has a land use scale of nearly two hectares with a total investment of 214 billion VND. The investment objective is to perfect the system of campus to create green space on both sides of Ky Cung river to serve the recreation and entertainment needs of the People. Faced with the project’s importance in urbanizing the city, from mid-2021, the city has actively implemented site clearance work. By the end of 2021, the city had completed the tally of 83 affected households, approved the compensation plan for 61 households with a total cost of nearly 65 billion VND, paid compensation to 37 households with the amount of 33.4 billion VND and allocated 61 plots of resettlement land to households eligible for resettlement.

Mr. Tran Duc Tho, Director of Lang Son City Land Fund Development Center said: Determining the importance of urban embellishment projects, the City Land Fund Development Center is putting all its efforts and encouraging staff to work overtime to calculate and submit compensation plans for projects; striving by the end of April 2022, handing over 80% of the area of ​​​​Ky Cung Riverside Park Project and the work of embellishing the campus of Phai Loan Lake. Particularly for the upgrading and expansion of Ba Trieu Street, the section of Ly Thai To Street – Nguyen Dinh Chieu Street, in 2022, the city strives to complete the clearance of 70% of the work site volume.

Regarding the results of site clearance in January 2022, at the Ky Cung River Park Project, 800/8,597 m2 of the total area to be recovered has been handed over to the project site; completed the tally of 2,318 m2 of 19/19 households affected by the project of renovating the campus of Phai Loan Lake; tally the land area, architectural objects of 40/160 households affected by the Ba Trieu Street Upgrading and Expansion Project.

Regarding construction and installation, right in January 2022, the contractors organized construction at the site with the spirit of urgency, showing the determination of the units, striving to complete the set plan. In which, the work of embellishing the lighting system on Ly Thuong Kiet Street, Phu Loc IV urban area has constructed 30% of the package value by the contractor. For the Ky Cung Riverside Park project, the winning contractor for construction and installation is Song Quang Rural Development Investment Joint Stock Company, Lang Son city who has developed a plan to deploy items on a monthly basis and sent it to the People’s Committee of the City ​​to monitor. At the same time, the contractor received the handover ground, set up the camp, gathered machinery, equipment, materials ready to deploy in the field and so on.

Mr. Nguyen Minh Chau, Chairman of the Board of Directors of Song Quang Rural Development and Construction Investment Joint Stock Company said that the company is ready to have all conditions to promote the construction of the project, ensuring the progress, the company wants Lang Son city to quickly speed up the clearance and handover of the clean ground so that the unit can carry out synchronous construction of items according to the plan committed to the city.
