The Provincial People’s Committee held a meeting to urge the progress of projects using non-state budget

– On February 17, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired a meeting to review and urge projects using non-state budget. Attending the meeting were Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee; leaders of departments, agencies, People’s Committees of Districts and the city and investors to implement the projects.

According to a report of the Department of Planning and Investment, by the beginning of 2022, 17 projects in the province are implemented by investors in districts and the city. Investment projects are in the fields of construction of industrial cluster infrastructure, new urban area projects, hydroelectricity; agricultural processing; warehouse and factory infrastructure.

Regarding the implementation progress, eleven projects are behind schedule; four projects ensure progress. The reason is that during the implementation process, 8/17 projects have encountered procedural problems; in 12/17 projects, people do not agree on receiving compensation and handing over the site; many projects have not been active in resettlement land fund. In addition, some investors have not been drastic in organizing the implementation of items and works such as coordinating with districts and communes in measuring and counting, allocating funds to pay for households.

At the meeting, representatives of investors proposed to the province to direct districts and the city to promote site clearance; remove obstacles on compensation mechanisms and policies due to the prolonged project; departments and agencies must soon advise the Provincial People’s Committee to add land mines to serve leveling for projects; guide investors to complete procedures on environmental protection; create sustainable material areas when projects are put into operation; adjust specific land prices to calculate compensation for people and so on.

Regarding the recommendations of the investors, the representatives of the districts, the city and departments explained clearly and pledged to promote the site clearance as well as guide the investors to complete legal procedures related to project implementation.

Concluding the meeting, the Chairman of the Provincial People’s Committee emphasized that most of the projects using non-budget capital are behind schedule, the main reason is still due to problems in site clearance. Therefore, the People’s Committees of districts and the city have to focus highly on this work. Investors need to closely coordinate with districts and the city in performing site clearance for projects. Regarding administrative procedures related to the completion of legal documents of projects, relevant departments and agencies must strive to settle ahead of time as prescribed.

In addition, investors need to develop a detailed progress plan of each item and send it to the Department of Planning and Investment, the Office of the Provincial People’s Committee and the Department of Construction as a basis for monitoring, evaluating and urging the progress. The Department of Planning and Investment was assigned to coordinate with relevant departments and agencies to develop plans to inspect the implementation of off-budget projects and strictly handle violations during the implementation of projects.
