DDCI index announcement: the Provincial State Bank and Bac Son district ranked top

(LSO) – On December 18, 2020, the Provincial People’s Committee held a conference to announce the results of the Department and District Competitiveness Index (DDCI) in 2020.

Attending the conference were Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee. Mrs. Doan Thu Ha, Vice Chairwoman of the Provincial People’s Committee chaired the conference.

Attending the conference were also the leaders of departments, commissions, sectors; leaders of People’s Committees of districts and city and leaders of Provincial Business Association.

2020 is the fourth year the Provincial People’s Committee has implemented the DCCI announcement program with 35 units including 11 district-level units and 24 departments, commissions, sectors. This is also the first year the Provincial People’s Committee has assigned the Business Association to be the focal point to coordinate with the consultant to evaluate this set of index.

According to the report of the consultant at the conference, implementing the Lang Son DDCI evaluation program in 2020, the unit issued 5,585 votes, obtained 1,587 valid turns of response, the response rate was 28, 42%.

The results showed that departments, commissions, and sectors has improved 6/8 of the component index, the strongest improvement was the index of “leading role”. The districts and city has all eight component index improved compared to 2019. In which, the sharp increase belonged to the index of “leading role”, “cost of time”; “legal institutions, security and order”; “Transparency and access to information”.

Regarding Lang Son DDCI ranking and score in 2020, the Provincial State Bank led the block of departments, commissions, and sectors with 76.21 points which is an increase of 11.1 points compared to 2019. The average point of this block is 64.87 which is an increase of 4.39 points compared to 2019.

Regarding the district level, Bac Son ranked first with 76.6 points. The average point of districts and city in 2020 reached 68.39 points, an increase of 6.33 points compared to 2019.

Speaking at the conference, the Vice Chairwoman of the Provincial People’s Committee highly appreciated the initiative of businesses in approaching the DDCI survey in 2020.

She requested departments, commissions, and sectors, districts and city  to continue to direct the cadres, civil servants and public employees to strengthen administrative discipline, improve efficiency in serving people and businesses; focus on overcoming low index such as “fair competition”, “dynamism and effectiveness of the system”. Especially, it was necessary to focus on improving the index of “business support services”.

In addition, districts and city need to overcome the low index of “fair competition”, “informal costs” and “access to land and stability in land use”. At the same time, the units need to pay more attention to small and very small businesses in the province…

For some recommendations of businesses, in the coming time, the province would continue to promote administrative reform; create favorable conditions for the site; continue to limit unnecessary checks, avoid overlapping, causing troubles for businesses…

In addition, businesses need to promptly reflect, accompany the authorities at all levels to solve difficulties and problems; improve skills, knowledge, capacity of leadership, management for survival and development.
