Provincial People’s Committee held a meeting to remove difficulties in site clearance in November

(LSO) – On December 4, under the chairmanship of Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee, the Provincial People’s Committee held a specialized meeting in November 2020 to solve difficulties, problems and speed up the progress of site clearance for projects in the province. Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee attended and directed the meeting.

According to the report of the Department of Natural Resources and Environment, in November, 11 out of 11 districts and citiy have reported on the implementation of site clearance of projects.

After the review, there are 5 out of 11 districts and cities that encountered difficulties, including Lang Son city and districts of Cao Loc, Van Lang, Van Quan, Loc Binh.

Difficulties and problems are mainly related to the issues including the mechanism applies to cases of relocation without accommodation and the acquired land area which is not eligible for compensation as residential land; Other support mechanisms for properties on land in case of illegal work construction on agricultural land; …

At the meeting, representatives of the People’s Committees of districts and city supplemented and clarified some difficulties and problems in the projects, asked the Provincial People’s Committee for permission to apply other support measures in cases of works and architecture items built by households and individuals on agricultural land and ineligible land for compensation; agreed to determine the type of land for compensation and financial obligations of the affected people by the project as proposed by the Department of Natural Resources and Environment.

Speaking at the meeting, the Chairman of the Provincial People’s Committee requested the People’s Committees of Loc Binh and Dinh Lap district to focus on speeding up site clearance in the reservoir area of ​​the Ban Lai Reservoir project.

For the project of transshipment of goods, the People’s Committee of Cao Loc district should cooperate with the Management Board of Dong Dang – Lang Son Border Economic Zone to review the need as well as the implementation of traffic works in the cargo transshipment area, propose compensation plan for this item. The People’s Committee of Lang Son city needs to focus on speeding up to complete site clearance for Phu Loc urban projects in December 2020.

Concluding the meeting, the Vice Chairman of the Provincial People’s Committee suggested relevant units fully and seriously notice the direction of the Chairman of the Provincial People’s Committee and organize the drastic and effective implementation of the tasks assigned.

Regarding solving problems of each project, the Vice Chairman of the Provincial People’s Committee basically agreed with the proposals of the Department of Natural Resources and Environment.

Regarding problems related to the Khanh Khe hydropower project, the Vice Chairman of the Provincial People’s Committee assigned the People’s Committee of Cao Loc district to take responsibility and coordinate with relevant departments and agencies to check the reservoir storage, report to the Provincial People’s Committee for measures.

At the same time, the People’s Committee of Loc Binh district coordinates with relevant units to work with the Vietnam Coal and Mineral Group to deal with problems related to the implementation of the Na Duong 2 thermal power project.

At the same time, the People’s Committees of Cao Loc and Loc Binh district urgently need to speed up the site clearance progress of the project to renovate and upgrade Highway 4B from km 3 to km 18 to disburse the capital that has been allocated to the project in 2020.
