Developing the infrastructure of industrial zones and clusters: Create a driving force to promote socio-economic development

– With the goal of industrial development in the direction of being efficient, green, safe and modern, over the past years, the provincial government has paid attention to directing the planning and calling for investment in the infrastructure of industrial zones and clusters to attract investment projects. Since then, it step by step promotes industrial development, contributing to economic restructuring towards industrialization and modernization.

As of May 2021, there are two industrial parks in the province with an area of ​​762 ha in the development planning of Vietnam industrial zones to 2015, with a vision to 2020, including Dong Banh Industrial Park, Chi Lang district with area of ​​162 hectares and Huu Lung Industrial Park with an area of ​​600 hectares. In Dong Dang – Lang Son border-gate economic zone, the province has planned to build Hong Phong Industrial Park, Cao Loc district with an area of ​​about 400 hectares. In addition, the province also plans to develop 16 local industrial clusters with an area of ​​537 ha in the districts of Loc Binh, Dinh Lap, Cao Loc, Van Lang, Trang Dinh, Binh Gia, Bac Son, Huu Lung and Lang Son city.

Regarding Dong Banh Industrial Park alone, the province has allocated a budget of about 200 billion to clear the ground, invest in the construction of traffic infrastructure to attract investment projects of the business. As a result, up to now, Dong Banh Industrial Park has attracted 4 investment projects in the fields of concrete production, construction materials, light industry with a total capital of about 1,700 billion VND. In which, two projects are doing stable production and business and 2 projects are implementing investment procedures, the occupancy rate is about 60%.

In Hong Phong Industrial Park, Cao Loc district, there are 5 enterprises operating in production and business in building materials production, mineral processing, the occupancy rate is about 30%.

For industrial clusters, at present, local Industrial Cluster No. 2 in Hop Thanh commune, Cao Loc district with an area of ​​8.5 hectares has been put into operation, attracting 11 stable businesses with the occupancy rate at 94%. The remaining industrial clusters are receiving attention from businesses or are clearing the ground.

The assessment report of the Department of Industry and Trade on the industrial development situation of Lang Son province in the period 2016 – 2020 shows that the development of industrial zones and clusters of the province in recent years has partially met the need for ground of business, contributing to creating significant industrial production value for the province’s economy and creating jobs for local workers.

Specifically, if in the period 2011 – 2015, the average growth of the industry is only 7.9%, by the period 2016 – 2020 it will reach 10.97%. The industrial production value in the past 5 years has steadily increased, specifically, if in 2016, the industrial production value of the whole province reached 4,166 billion VND, in 2019, it reached 5,899 billion VND and in 2020 despite being heavily influenced by the Covid-19 epidemic, the industrial production value of the province still reached 6,238 billion VND, up 49.72% compared to 2016 and 5% compared to 2019.

Entering the period of 2021 – 2025, the province continues to direct the attraction of investment in developing infrastructure of industrial zones and clusters in order to create available ground, enhance competitiveness, proactively attract and welcome the first wave of investment into Lang Son. The goal is to increase the industrial proportion in the economic structure of the province to 13% by 2025.

Talking to reporters, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee emphasized that if it was not for industrial development, the province’s economy would be underdeveloped and lagging, budget revenue would be low and unstable, the problem of employment for workers in the province would not be solved in a fundamental way. In order to attract investment and develop industrial production, the province clearly determined to focus on directing and effectively overcoming the difficulties in terms of ground for enterprises; increasing investment promotion, developing incentive mechanisms and policies, creating favorable conditions for businesses and investors to feel secure in investing in infrastructure of industrial parks.

Regarding the space for development orientation, the province has determined to focus on developing the industrial park’s infrastructure along the corridor of Bac Giang – Lang Son highway, in which, the Industrial Park of Huu Lung district with the scale of 600 ha is the key construction investment. By 2025, the target is to complete and put into operation at least 1 industrial park and 3 or 4 industrial clusters.

The province is concentrating on directing and speeding up the planning of Lang Son province; the land use planning for the period of 2021 – 2030 and including the land use quotas for construction of industrial zones and clusters in the planning; speeding up the general planning on the construction of Huu Lung Industrial Park, at the same time, directing and promoting ground clearance for industrial cluster construction projects invested by enterprises.

Along with that, the province continues to promote administrative reform to promptly solve problems related to investors in industrial zones; foster highly qualified cadres and civil servants to support investors as well as serve the management of industrial parks and clusters.

With the drastic implementation of solutions to promote industrial production, it is believed that in the coming years, the industrial growth rate and the industrial proportion in the economic structure of the province will continue to have substantial changes, in the right direction, contributing to promoting socio-economic development of Lang Son
