Lang Son City: Determined to solve problems regarding site clearance in Phu Loc I, II, III projects

– In order to completely solve the long-standing problems related to site clearance of Phu Loc urban area projects I, II, III in 2021, Lang Son City Party Committee, Lang Son city People’s Committee and functional departments have implemented synchronous solutions.

Phu Loc Urban Area Projects I, II, III still has site clearance problems with more than 3.3/36.8 hectares of land. Phu Loc urban area I, II  Project has problematic site clearance with 2.55 hectares of 29 households and Phu Loc III urban area has problems of about 0.8 hectares of 9 households. The problematic areas are all located the areas which are invested to build  urban transport infrastructure system and roads to connect with the nearby infrastructure system of the project.

According to the updated statistics in early 2021, in the projects of Phu Loc I and II urban areas, site clearance is related to 6 locations used to build internal roads in the urban area and 2 intersections. As for the project of Phu Loc III urban area, site clearance problems are related to 2 traffic intersections and a number of positions used as backfill during  construction.

Construction contractor of Phu Loc Urban area I, II Project organized the construction of intersections connecting Phu Loc urban area II with Phu Loc urban area III.

People have not yet handed over the land because they have not assured about the compensation and asked for an additional plot of land for resettlement. In response to the questions and recommendations of those people,  Lang Son City Party Committee and People’s Committee formed a working group to verify each case and provided specific explanations.

Moreover, in the process of reviewing these problems for effective solutions, leaders of Lang Son City Party Committee and leaders of Lang Son City Fatherland Front Committee directly dialogued with households to listen to their thoughts and expectations,  propagated and explained to households in order to reach mutual agreement on site clearance.

Mr. Tran Duc Tho, Director of Lang Son City Land Fund Development Center said: Up to now, the questions and recommendations of residents living on the location of the project of Phu Loc Urban Area I, II, III have been collected and reported to the City People’s Committee for further consideration in accordance with the law. Regarding cases which the City People’s Committee has explained and applied the State’s regulations to have supports but households still do not satisfy, the center has transferred all documents to the Provincial Department of Finance, Department of Resources and Environment to review and then advise the City People’s Committee to develop a enforcement plan in accordance with regulations.

With those mentioned solutions, by early June 2021, the city will have removed many bottlenecks and handed over the premises to investors for project implementation.  Specifically, in the project of Phu Loc urban areas I & II, 9 households voluntarily handed over the ground for the construction of the intersection between 37m road and Bong Lau Street: route 37 m and some other locations with an area of ​​6,599 m2. At the project of Phu Loc III urban area, 3 households handed over the ground to the contractors for the construction of intersection No. 8 connecting to Ba Trieu Street and other locations with an area of ​​1,853 m2.

Mr. Nguyen Van Hanh, Chairman of Lang Son City People’s Committee said: In order to completely solve problems of land clearance in Phu Loc Urban Area I, II, III, in June and July, the city will be implementing coercive land acquisition for households who deliberately do not comply despite the city’s favorable support  and compensation policy. In order to ensure the successful enforcement, the city has consulted with relevant departments and agencies to ensure a legal basis before implementing coercion.

It is reported that when carrying out site clearance for projects, investors of Phu Loc Urban Area I, II, III actively cooperated with the City People’s Committee in campaigning, propagating, and preparing payments for affected households.

The early actions to problems of ground clearance in the project of Phu Loc Urban Areas I, II, III will speed up the construction progress and complete traffic and technical infrastructure on schedule contributing to the cause of developing Lang Son city towards spacious and modern urban areas.
