Reviewing the orientation framework of the Planning of Lang Son province in the period of 2021 – 2030 with a vision to 2050

– On the afternoon of September 21, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, Head of the Planning Steering Committee of Lang Son province chaired a meeting to review the orientation framework of the Planning of Lang Son province in the 2021-2030 period with a vision to 2050. Attending the meeting were Associate Professor, Doctor, Tran Dinh Thien, a member of the Prime Minister’s advisory group; economic experts.

At the meeting, the consulting unit presented a summary report on the orientation framework of the Planning of Lang Son province for the period of 2021-2030 with a vision to 2050, including the analysis of strengths, weaknesses, opportunities, and challenges of Lang Son province; development perspective to ensure rapid and sustainable development on the basis of improving the efficiency of institutional reform, strengthening regional integration and linkage, developing socio-economic infrastructure…

Along with that, the consulting group proposed 3 growth scenarios, development orientation based on 4 economic pillars including border economy, tourism, industry, agro-forestry and fishery. The development platform is based on 3 pillars including resources and human culture of Lang Son; timely and synchronous investment infrastructure; renovation and institution completion, creating a modern and transparent business environment.

Regarding development goals, the planning aims to build Lang Son into a province with a fairly developed economy, with synchronous infrastructure, modern urban system, and effective comprehensive digital transformation over 3. Pillars of digital government, digital society and digital economy; striving to build Lang Son into a green, civilized, modern border province which harmoniously develops as a service center of the region by 2050…

Commenting and debating on the orientation framework of the Planning of Lang Son province for the period of 2021-2030 with a vision to 2050, representatives of economic experts, leaders of departments, sectors and People’s Committees of districts all agreed that the it must meet the planning requirements of sectors and fields in the development trend, avoid causing conflicts with each other and clearly define the priority coordinates for development to create spillover.

In addition, the planning orientation framework must carefully evaluate, identify and analyze the context and development space of Lang Son, the strengths, weaknesses, comparative advantages, and ability to link, development chains, identify development arcs within the region, inter-region, nationwide and internationally. In the long term, Lang Son must be built into an important growth pole in cross-border economy and a dynamic development coordinate within the country.

Concluding the meeting, Chairman of the Provincial People’s Committee considered the assessment of the consultants on socio-economic situation of Lang Son province in the period 2011 – 2020 outlined in the orientation framework of the Planning of Lang Son province in the period of 2021-2030 with a vision to 2050 relatively close and correct.

He also requested the consulting unit to clearly identify and analyzes carefully the position and function of Lang Son province in the national strategy of economic development and defense – security;  to further analyze and study the advantages of Lang Son in the both the rough and quiet development orientation in the future; to clarify the basis for developing the growth scenarios of the province; to clarify priority areas for the province to develop programs, and projects .

In the planning orientation framework, the Chairman of the Provincial People’s Committee asked the consulting unit to focus on 3 major contents including focusing on the development of the border gate economy; industry; tourism development. In addition, it was necessary to further analyze the human resource development and training, the digital transformation based on 3 pillars of digital government, digital society and digital economy in the development orientation of  the province to ensure sustainable development.
