Provincial People’s Committee convened its regular meeting in May 2021 (the 2nd session)

– On May 28, Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee chaired the regular meeting of the Provincial People’s Committee in May 2021 (the 2nd session).

The delegates discussed and gave opinions on 11 important contents according to their competence submitted by 5 departments and sectors.

At the meeting, the Provincial People’s Committee spent most of its time on discussing the draft report on socio-economic development in the first 6 months of the year, the main tasks of the last 6 months of 2021; draft public investment report for the first 6 months of the year; the draft report of the Provincial People’s Committee and the Resolution of the Provincial People’s Council on supplementing the public investment plan for the last 6 months of the year; draft report on the evaluation of implementation of budget revenue and expenditure estimates for the first 6 months of the year, targets for the last 6 months of the year.

Despite the complicated epidemic developments, with the drastic leadership and direction of the Provincial Party Committee, Provincial People’s Council, Provincial People’s Committee, by the end of May 2021, the province’s socio-economic situation has developed and achieved positive results.

Accordingly, the total cultivated area is estimated at 47,877.52 ha, reaching 97.41% of the plan, equaling 100.2% over the same period in 2020. Budget revenue is 4,352.1 billion VND, reaching 74.6 % of the estimate, up 78.6% over the same period.

Regarding the implementation of public investment, by the end of May 2021, the implementation value of the public investment capital sources is estimated at 972.0 billion VND, reaching 33.4% of the plan. Investors have disbursed accumulated state budget capital in 5 months estimated at 860.8 billion VND, reaching 29.6% of the plan.

The fields of culture, education and social security are guaranteed and well meet the requirements. The province has successfully organized the election of Members of the National Assembly and People’s Councils at all levels, ensuring democracy, in accordance with the law, with the people’s consent and support. Voter turnout rate reached 99.9%, voting correctly and enough delegates according to regulations.

Discussing at the meeting, the delegates clarified some contents of the management sector for the Department of Planning and Investment to add to the report.

Concluding this content, Chairman of the Provincial People’s Committee highly appreciated the efforts of the departments, sectors, People’s Committees of districts and city in effectively organizing and implementing the assigned tasks.

Regarding the tasks in the coming time, he asked departments and sectors to continue to promote their advice to the Provincial People’s Committee to well perform the dual task of preventing Covid-19 pandemic while developing production and maintaining growth. In which, it is focused on speeding up the progress of public investment projects, disbursing capital sources, promoting production development, preventing and controlling diseases on livestock, etc. Especially, sectors, People’s Committees of districts and city highly focused on the prevention and control of the Covid-19 pandemic to protect the health and safety of the people.

At the meeting, the Provincial People’s Committee also discussed the draft Decision of the Provincial People’s Committee promulgating regulations on the management and use of non-refundable aid beyond the official development assistance of foreign agencies, individuals and organizations for Vietnam in Lang Son province.

Concluding this content, the Chairman of the People’s Committee requested the Department of Planning and Investment to supplement functions and tasks of functional agencies in inspecting and supervising the implementation of projects. At the same time, they should specify the competence to appraise the dossiers of aid, monitor and report regularly about the organizations participating in the project implementation.

Within the framework of the meeting, the Provincial People’s Committee discussed and gave opinions on a number of submissions of the Provincial People’s Committee.
