Improving provincial competitiveness capacity in 2021: Focusing on overcoming low-scoring component indexes

– That is the direction of Mr. Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee at the conference to discuss solutions to improve Provincial Competitiveness Index (PCI) of Lang Son province in 2021 held by the Provincial People’s Committee on the morning of May 14.

Attending the conference were Mrs. Doan Thu Ha, Vice Chairwoman of the Provincial People’s Committee; leaders of provincial departments and sectors; leaders of districts and city; representatives of the Provincial Business Association and representatives of some typical enterprises in the province.

According to the PCI 2020 announcement results of the Vietnam Chamber of Commerce and Industry (VCCI), Lang Son province is in the middle group, reaching 62.43 points (down 1.36 points), ranking 49/63 provinces and cities (up 1 rank compared to 2019) and ranked 19th in the Northern mountainous region.

According to enterprises’ assessment, the business environment of the province has been improved; informal expenses continue to decline; administrative reform and service attitude of officials and civil servants continue to improve. However, besides the increasing component indexes, in 2020, there are still 6 component indexes that decrease compared to 2019.

At the conference, the delegates exchanged, analyzed and discussed the limitations in improving the province’s PCI. At the same time, they proposed solutions to improve the PCI in 2021 and the following years.

Speaking at the conference, Chairman of the Provincial People’s Committee pointed out that in order to improve the PCI, in the coming time, authorities from the level of province, district to commune and departments and sectors must focus on implementing systematic solutions to improve the business investment environment.

Departments, sector, districts and cities must focus on overcoming low-scoring component indexes with specific and practical solutions; clearly identify the limitations of the sector or field in charge to develop a plan to overcome. In particular, it is necessary to quickly review long-standing backlogs for immediate resolution.

Mr.Chairman of the Provincial People’s Committee suggested that all levels and sectors continue to promote digital transformation, publicity and transparency of information of State agencies for easy access of businesses and people in the coming time; continue to evaluate the competitiveness index at the level of department, commission, sectors, district and city (DCCI), consider it as a basis to promote the improvement of the PCI; focus on removing obstacles in site clearance in projects; strengthen management and supervision of cadres, civil servants and public employees in the performance of official duties…

The Provincial Business Association needs to promote and fulfill its role as a bridge between the business community and State management agencies.
