Considering solving problems on site clearance for the 220kV Bac Giang-Lang Son transmission line project

  – On July 1, Mr. Luong Trong Quynh, Vice Chairman of the Provincial People’s Committee chaired a meeting to consider solving problems related to site clearance for the 220 kV Bac Giang – Lang Son transmission line project.

According to the report of the National Power Transmission Corporation (project investor), in Lang Son province, 182 foundation positions have been built with a length of about 80 km in Huu Lung, Chi Lang, Cao Loc districts and Lang Son city.

Regarding site clearance, there are still 33 pylon foundation positions for 220kV transmission lines in districts that have not yet handed over the ground to the investor for construction. For the item of compensation and support for the 220 kV grid corridor, progress is very slow and 43 pylon positions of the grid corridor have not yet been measured, counted and made plans for compensation and support in Huu Lung and Chi Lang district.

The reason for the delay is that people have not received compensation or have received money but they have not yet handed over the site. A number of households have their land recovered to build pylon foundations and line corridors and they have not yet cooperated in the measurement and counting stage; some pylon positions have to be adjusted in alignment, which leads to inconsistency with land use planning and so on.

Discussing at the meeting, representatives of the People’s Committees of the districts, the investor and related departments and agencies gave a number of solutions to speed up the progress such as the investor needs to urgently determine and hand over the location adjusting pylons to carry out the steps of land acquisition in accordance with the law; increase human resources to carry out the tally of positions according to the design; strengthen the implementation of measures to propagate and mobilize households that have not yet cooperated. Regarding the locations where people have received money but they have not yet handed over the ground or obstructed the construction, the districts must develop construction protection plans according to regulations.

Concluding at the meeting, Mr. Vice Chairman of the Provincial People’s Committee emphasized that this is an important project to serve the province’s socio-economic development, therefore, the provincial leaders have paid great attention to the situation of construction and installation as well as strengthening the direction of project site clearance in recent years.

He requested that in order to remove difficulties and obstacles to contribute to speeding up the project implementation, the People’s Committees of Huu Lung, Chi Lang, Cao Loc Districts and Lang Son City must be more drastic in solving site clearance; supplementing human resources to serve the measurement and counting, making compensation plans, building construction protection plans and so forth.

Regarding problems related to land use planning and plans, the Vice Chairman of the Provincial People’s Committee asked Chi Lang district to urgently complete the dossier of land use planning for the 2021-2030 period for the Provincial People’s Committee to approve as a basis to carry out land acquisition in accordance with regulations. The investor needs to coordinate with district authorities in developing a detailed plan on the completion time for site clearance as well as participating in promoting propaganda and explaining to the people about safety regulations within the corridor of the 220 kV power grid; take initiative in funding sources to make timely payments to people when the compensation plan is approved.

Department of Natural Resources and Environment must review and guide districts in removing difficulties and obstacles. Every month, relevant units must report on the project site clearance at thematic meetings for the Provincial People’s Committee to grasp and direct in a timely manner.
