Efforts to implement Resolution No. 116

– Implementing Resolution No. 116/NQ-CP dated September 24, 2021 of the Government on policies to support employees and employers affected by the COVID-19 pandemic from the unemployment insurance (UI) fund, in recent days, the social insurance industry has made many efforts in implementing tasks.

According to Resolution 116, from October 1, 2021, employees affected by the COVID-19 pandemic will be supported with money from the balance of UI Fund until December 31, 2021; it will also reduce the contribution to the UI Fund for employers affected by the COVID-19 pandemic until the end of September 30, 2022. It is expected that the funding source to support workers nationwide is about 30,000 billion VND from the balance of the UI Fund until 2020. For the employers, the contribution rate will be reduced from 1% to 0% of the monthly salary of employees participating in unemployment insurance.

In Lang Son, after reviewing, the Provincial Social Insurance (PSI) quickly made a list of employees whose names were on the list participating in unemployment insurance at September 30, 2021 and sent it to the employers for comparison and additional information. After reviewing, the whole province has 1,164 employing units which have been adjusted to reduce the unemployment insurance contribution from 1% to 0% equal to the amount of about 9,160 billion VND; nearly 16,000 employees who are participating in unemployment insurance are supported with a total amount of over 38 billion VND; over 3 billion VND to support about 1,400 employees who have quit their jobs and stopped participating in unemployment insurance from January 1, 2020 to September 30, 2021 with a reservation period. The reduction of the contribution rate for employers and employees is to help alleviate some of the economic difficulties and to have great significance for workers and businesses, especially in the prolonged pandemic development.

Ms. Nong Thi Phuong Thao, Director of Provincial Social Insurance said: “The direction of the Party Committee and leaders of the Provincial Social Insurance is to implement the unemployment insurance support package under the direction of the Government in Resolution No. 116/NQ-CP a the fastest, most accurate and efficient way. With high determination, the Provincial Social Insurance has been well providing the welfare, reducing the payment in time for the employers and providing timely support to the employees.”

In order to create the most favorable conditions for employers and employees to receive support from the Unemployment Insurance Fund, the Provincial Social Insurance has synchronously implemented many solutions such as establishing a Steering Committee, assigning specific tasks for members to study, implement with instructions and at the same time, promptly solving arising problems to facilitate and ensure the interests of enterprises and employees; propagandizing to the people through direct and indirect communication channels, propagandizing through the PSI’s social networking site. At the same time, each staff of the Provincial Social Insurance industry also joined hands to propagate through personal social networking sites to inform and guide participants to submit their applications directly or online through VssID application, Service Portal. National public service, Vietnam Social Insurance Public Service Portal or via postal service…

From the beginning of October, in addition to regular daily tasks, each official, civil servant, and employee of the Provincial Social Insurance also highly focused on processing dossiers and paying support fee to employees according to Resolution No. 116/NQ-CP, especially staff in charge of collection, card book, social insurance, planning – finance. Ms. Dinh Thuy Ngan, an official of the Division of Collection Management, Provincial Social Insurance said: “Due to the large volume of documents that need to be processed while the processing time is short, we often work overtime, including days off to avoid backlog of records”.

After more than half a month of implementing Resolution No. 116, by the end of October 20, 2021, The Provincial Social Insurance has received support requests from 437 units, with over 5,700 employees participating in unemployment insurance; approved and paid for over 5,200 employees with an amount of over 13 billion VND from the UI Fund. This result helps Lang Son become one of the 7 provinces of the country with the highest payment rate on application, reaching 100%. From now until the end of 2021, the Provincial Social Insurance is determined to ensure that the support money is fully paid to 100% of employees eligible for support under Resolution 116.
