Inspecting the Phuc Khang factory and technical infrastructure investment project in the non-tariff zone: Accelerating project site clearance

– On October 27, Mrs. Doan Thu Ha, Vice Chairwoman of the Provincial People’s Committee checked the actual implementation of the Phuc Khang factory and technical infrastructure investment project in the non-tariff zone in Tan My commune, Van Lang district.

The Phuc Khang factory and technical infrastructure investment project is invested by Phuc Khang Investment Co., Ltd. The project has a land area of ​​78 hectares, a total investment of 722.3 billion VND. The project has been implemented since 2019, and is expected to be completed and put into operation in the second quarter of 2023.

According to the plan in 2021, the work will basically complete ground clearance and leveling by 20% of the volume. By the end of October 2021, the People’s Committee of Van Lang District has counted 205/205 households, reaching 100% of the plan; approved the compensation plan for 9.09 ha, reaching 11.8% of the plan; paid compensation for 12 households; handed over the site of more than 2,600 m2 to the investor.

Regarding project documentation procedures, the investor has adjusted the project scale, specifically increasing the area of ​​the factory and warehouse and reducing the green area. At the same time, the investor has implemented the detailed planning of 1/500, environmental impact assessment report and so on.

Discussing at the inspection, departments, agencies and People’s Committee of Van Lang District suggested that the investor cooperate with departments and agencies to soon complete legal documents to adjust the project. Along with that, it is requested to speed up the detailed construction planning. In particular, the investor must coordinate with the People’s Committee of Van Lang District to urgently deploy the construction of a resettlement area and a concentrated cemetery planning to promote project site clearance. For the area that has been handed over, the investor needs to immediately level up and so on.

Concluding at the meeting, the Vice Chairman of the Provincial People’s Committee emphasized that in order to speed up the project implementation, the investor need urgently complete legal documents so that the project construction can commence in 2021; the investor is required to transfer funding of the approved compensation plan for the 3rd and 4th installments before October 31, 2021 to the People’s Committee of Van Lang District to pay the people.

The People’s Committee of Van Lang District must hasten the site clearance work; develop detailed plans for the implementation of project parts and items and report them to the Provincial People’s Committee for monitoring and inspection, striving to basically complete project site clearance in the first quarter of 2022. At the same time, it is necessary to urgently complete legal documents, approve the resettlement area and cemetery to serve the needs of the people.

The Management Board of Dong Dang – Lang Son Border Gate Economic Zone shall assume the prime responsibility for and coordinate with relevant departments and agencies in guiding investors to complete procedures for adjusting project investment policies. The relevant departments and agencies, according to their functions and tasks, must support the People’s Committee of Van Lang District to remove difficulties and obstacles in site clearance.
